Description. Male. Body length 5.0 mm. Head: eye sparsely covered with short hairs, the upper and middle facets enlarged; frons about 2.5 times as wide as anterior ocellus; frontal vitta brown, obliterated at middle part; 4 pairs of frontal setae in the lower 1 / 3 of frons, without orbital setae; fronto-orbital plate, parafacial and gena with grayish pruinosity, the middle part of parafacial about 2 / 3 width of flagellomere 1; antenna black, flagellomere 1 about 2.5 times as long as broad; arista pubescent, the longest aristal hairs about 1 / 3 width of flagellomere 1; lower facial margin not projecting, vibrissal angle situated behind frontal angle in profile; genal height about 1 / 5 of eye height, genal and postgenal hairs black; proboscis short, labellum large, prementum about 1.5 times as long as broad, palpus black, longer than prementum.

Thorax. Black in ground color, with thin gray pruinosity, scutum with five obscure vittae, scutellum black; acr 2 + 1, dc 2 + 3, ial 0+ 2, pra short, about 1 / 2 length of posterior notopleural seta; notopleuron, lateral margin and lower surface of scutellum, basisternum of prosternum, meron and katepimeron bare; spiracles fuscous; katepisternal setae 1 + 2.

Wing. Slightly hyaline, veins dark brown, basicosta dark brown, costal spine short, dorsal and ventral surface of radial node bare, distal part of R 4 + 5 and M straight, crossveins r-m and dm-cu unclouded; calypters yellowish, halter yellow.

Legs. Coxae, trochanters, tarsi and apical part of femora fuscous, remaining parts yellow; fore tibia without mid p; mid femur with a row of a in basal half, a row of av which are shorter than the width of femur, a row of pv which gradually become short towards distal part, 1 ad on preapical part and 3 pd; mid tibia with 2 to 3 p; hind femur with a row of av in distal half, without pv; hind tibia with 2 av, 2 ad, and 1 pd, without apical pv; tarsi longer than tibiae, claws and pulvilli short.

Abdomen. Black in ground color, cone-shaped in dorsal view, with thinly dark gray pruinosity, without versicolor patches; posterior marginal bristles and discal bristles developed on tergites 3 to 5; sternite 1 bare; sternite 5 narrow on basal part; distal part of cerci detached slightly, surstylus swollen on distal part.

Female. Unknown.

Type material. Holotype, male, CHINA: Mt. Paoma, 10100 E, 2690 N, Kangding County, Sichuan Province, 17. vii. 2004 (Yan-feng Tong) ( IESNU).

Paratype, CHINA: 1 male, same data as holotype.

Remarks. This new species resembles Phaonia nititerga Xue, 1988 , but it is distinguished from it by pra short, about 1 / 2 length of posterior notopleural seta; halter yellow; coxae, trachanters, tarsi and apical part of femora fuscous, remaining parts yellow; fore tibia without mid p; hind femur without pv; abdomen cone-shaped; without reversed T spots.

Etymology. This species name is derived from Greek, referring to bicolored legs, because this species has tibiae and most parts of femora yellow, and apical part of the femora black.
