This leafhopper is distinguished from I. pulverosus by the features of male genitalia: pygofer broadly rounded caudad and having small dorsal process, aedeagal shaft bearing paired serrated flanges near middle of latero-ventral side and ventral process near basally, and so on. Body length: ♂ 4.2–4.8 mm; ♀ 4.7–5.0 mm ( Dworakowska, 1993b).

Distribution. Taiwan (Chiayi County).
