Head 0.8 times as wide as pronotum; vertex about 2.3 times as wide as dorsal midline, about 1.4 times as long as next to eye, 0.4 times as long as pronotum. Pronotum about 1.7 times as wide as long, about 1.8 times as long as mesonotum. Front femur with seta AM1 stout, long and situated near ventral margin; intercalary row composed of 7‒8 setae evenly spaced distal half. Hind femur with macrosetal formula 2+1+1; tibia with setal row AV composed of 4 preapical macrosetae. Female 7 th sternite rectangular with posterior margin produced caudally and notched near middle.
Body length: ♂ 4.4‒4.6 mm (4.4 mm); ♀ 4.4‒4.6 mm (4.5 mm).
Male genitalia. Connective with stem slightly shorter than arm, and with central lobe. Aedeagus with preatrium long, 0.8 times as long as shaft, with shaft narrowed at basal ⅓ and strongly curved cephalad in basal ⅔.
Female genitalia. First valvula of ovipositor slightly expanded and gradually narrowed subapically, with strigate sculpture in apical ⅓, arranged into broad dorsal and narrow middle and ventral areas. Second valvulae symmetrical, sinuate subapically, with dorsal margins slightly serrated. Third valvula narrow in basal half, abruptly broadened subapically and gradually narrowed.

Distribution. Finland, Estonia, Latvia, Lithuania, Belarus, Russia (European part, Far East), Korea.
Bionomics. This species is known as an invasive lilac leafhopper in Europe, feeding on some oleaceaous trees: Syringa spp. , Fraxinus excelsior and Ligustrum vulgare ( Söderman 2005, Stalažs 2013).
