Description. Length of male 3.8 mm. Crown with somewhat diffuse orange macula on disc, face with frontoclypeus ochraceous with scattered brown dots, gena and lower part of face pale stramineous. Pronotum ochraceous anteriorly, stramineous posteriorly. Scutellum with three black spots on posterior margin. Forewing veins slightly paler than surrounding cells, cells ochraceous with numerous irregularly arranged brown spots, with conspicuous larger black spot on discal cell and another on clavus between veins CuP and Pcu, marginal vein with series of dark brown spots around apex.
Male pygofer with apical spinelike process extended ventrad. Subgenital plates with dorsal surfaces profusely clothed with long, fine setae, with single ventral sublateral row of macrosetae; mesal margins divergent, apex acuminate. Aedeagus with atrial process elongate, curved ventroposterad near base but thence straight and horizontal, somewhat expanded, bladelike and indistinctly areolate, tapered to acuminate apex; shaft smoothly curved and gradually tapered through most of length, slightly bent dorsad near apex, approximately as long as atrial processes, both extended to pygofer apex.
Etymology. The species name refers to the type locality.
Material examined. Holotype male, VIETNAM: Ninh Binh, Cuc Phuong NP, ca. entrance 20.2501ºN 105.7145ºE 156m, 4 July 2019, C.H.Dietrich, Hg. vapor light, VN19-1-4 ( VNMN). GoogleMaps
