Description. Length of male 4.9 mm. Dorsum mostly orange-brown; head with thin band at anterior margin, one thick and one thin band preapically on crown separated by narrow white areas, posterior margin broadly white, face orange dorsally, pale stramineous ventrally. Pronotum with white transverse arcuate band at midlength, posterior margin white narrowly bordered anteriorly with brown; exposed part of mesonotum orange, scutellum mostly white. Forewing veins mostly dark brown in apical 2/3, corium with three round white spots bordered with brown near middle and larger white area interrupted by veins at bases of apical cells near apex; clavus with white transcommissural spot bordered with brown near midlength, two more diffuse white spots near base, apex dark brown. Venter and legs mostly stramineous with bases of some macrosetae and tips of hind tibia and first two tarsomeres black. Crown distinctly produced into acute angle anteriorly, median length approximately 0.75X basal width between eyes. Forewing outer anteapical cell tapered to point apically, s crossvein absent.
Front femur AM1 near ventral margin, IC row with 11 fine setae, AV with 4 very short, stout setae; tibia rows AD and PD with 1 and 4 macrosetae, respectively, AV with numerous macrosetae, PV without distinct setae. Hind tibia formula PD:AD:AV 16:9:14, tarsomere I pecten with 3 platellae.
Male pygofer moderately long, apex of lobe bluntly angulate. Subgenital plate as long as pygofer, lateral margin convex basally, concave distally in ventral view, apex digitiform, with row of 8 macrosetae laterally, long fine setae sparsely distributed along lateral margin. Style apophysis relatively long, straight and parallel-sided through most of length, with obtuse lateral subapical lobe bearing tuft of fine setae; apex short, slender and hooked laterad. Connective U-shaped and partly fused to base of aedeagus but with joint flexible. Aedeagal preatrium flexibly articulated to base, processes stout, tubular through most of length, somewhat arcuate near base in lateral view then straight, tapered and compressed distally with mesal surfaces somewhat excavated, only slightly divergent in ventral view; shaft compressed, much narrower than atrium in posterior view; in lateral view curved dorsad, slightly narrower near middle than at base and apex, apex rounded; shaft longitudinally cleft ventrally but entire at apex in ventral view; gonopore preapical on posterior surface.
Female sternite VII with posterior margin produced medially with projection subquadrate. First valvula moderately slender with dorsal sculpture imbricate, apex tapered to sharp point. Second valvulae gradually but slightly broadened toward midlength then gradually tapered to bluntly pointed apex; dorsal teeth restricted to distal half, larger teeth separated by smaller denticles.

Notes. This species is easily distinguishable from other described species of the genus by the distinct white spots outlined with dark brown on the forewing. It is also unusual among known Scaphoidella Vilbaste in having the aedeagal preatrium narrowly and flexibly attached to the atrium. Other known species apparently lack this flexible joint between the atrium and the process-bearing preatrium. In this respect, the new species seems to represent a transitional form between leafhoppers that have the aedeagal processes solidly attached to the base of the aedeagus and those with the processes more closely associated with the connective (e.g., Scaphoideus Uhler ).

Etymology. The species name refers to the white spots on the forewing.

Notes. This species was previously recorded from southern China (Guizhou). It is here recorded from Vietnam for the first time.
