Redescription of adult male: Color in alcohol brownish, covered with light pubescence, forewing membrane light brown. Length from tip of head to apices of folded forewings about 10.5 mm; maxillary palps each 2.5 mm, 2nd segment longer than 3rd, 5th almost equal to 1st–4th together; labial palps each 1 mm long. Length of each forewing 9.25 mm (n = 1); length of each hind wing 8 mm.
Male genitalia ( Figs. 36–40 View FIGURES 31–40 ): Abdominal segment IX longitudinally short, anterolaterally convex; dorsomedian keel triangular, granulose; anterior margin arched in dorsal view; dorsum triangular. Posterolateral lobe on each side produced ventrad, setose, spines not in continuity with posterior slope of keel. Wide depression visible on dorsal margin between segment IX and tergum X. Body of tergum X short, nearly quadrangular in lateral view; rounded, quadrate in dorsal view. Apicoventral setose lobe modified into pair of digitate, slender process, directed posterad in lateral view, slightly curving mesad in dorsal view. Dorsal interlobular gap broad between apicoventral processes. Inferior appendages each 2-segmented, basal segment long, dorsally concave near base, slightly broader distally, in lateral view; curved mesad in ventral view; apical segment small, broad at base, tapering toward apex, curved dorsad in lateral view; broad basally, digitate apically in ventral view. Phallic apparatus simple, basally wider and curving slightly caudad. Endotheca with pair of broad, preapical spines, apically with pair of spines directed posteromesad.

Sikkim: Sangkalang , 800 m, 13-v-2009, 4 males, Pandher & Parey, NZC; Gangtok, 2100 m, 9-ix-2009, 1 male, Pandher & Parey, NZC; Golitar, 2200 m, 25-iv-2009, 1 male, 4 females, Pandher & Parey, NZC.
Diagnosis: This species belongs to the Hydropsyche pluvialis Group. It is similar to Hydropsyche lomdom Oláh & Johanson 2008 ( Vietnam) and to H. angkangensis Malicky & Chantaramongkol 2000 and H. clitumnus Malicky & Chantaramongkol 2000 (both from Thailand) in general appearance of male genitalia. However, H. pallipenne has a distinct concavity in the dorsal interlobular gap in dorsal view and in lateral view tergum X is also different, characters which set this species apart from allied species.
