Diagnosis. Small grayish white or pale yellowish gray flies; palpus dark brown to black; gena about 2/5 of eye height; 1st flagellomere about 3.5 times as long as pedicel in male, 3 times in female; hind tibia with 3 preapical dorsal seta; abdominal syntergite 1+2 with median marginal setae, 3rd to 5th tergite with median discal setae.
Description. Male. Head black in ground color, reddish brown on anterior portion of parafacial and upper anterior portion of gena except genal dilation, pale yellowish on lower margin of face and brownish on frontal vitta; dense grayish white pruinosity on fronto-orbital plate, parafacial, gena and occiput; antenna brown-black, narrow basal portion of 1st flagellomere reddish brown; palpus dark brown to black. Vertex 0.15–0.17 of head width; frontal vitta widened anteriorly, nearly as wide as fronto-orbital plate at middle; parafacial nearly parallel-sided, about 3/4 as wide as 1st flagellomere at middle height; face rather weakly concave, lower margin warped forward, slightly extending beyond base of vibrissa; gena 0.37–0.4 of eye height, genal dilation occupying lower and posterior 2/3 of gena. Inner vertical seta about 2/3 of eye height; outer vertical seta absent; ocellar seta fine hairlike, at most 1/2 as long as inner vertical seta; 2 fine postocellar setae, about as long as ocellar seta; 1 fine and rather long postvertical seta, about 1/2 as long as inner vertical seta; 2 rather fine orbital setae, decussate from both sides, about 1/2 as long as inner vertical seta; 8–9 rather fine frontal setae, lowest seta nearly level with base of pedicel; fronto-orbital plate with only several fine long black hairs among row of frontal setae; vibrissa nearly level with lower margin of face; 3–5 subvibrissal setae; facial ridge with several fine short hairs at most on its lower 1/5; genal dilation with rather dense long black hairs; postocular setae fine and long, longer on upper portion; occiput with 2–3 rows of fine black hairs behind postocular row and dense pale yellowish pile. Antenna falling short of lower margin of face by about 4/5 length of pedicel; pedicel bearing several short black hairs and a long seta, the latter almost twice as long as pedicel; 1st flagellomere about 3.5 times as long as pedicel; arista short pubescent, 1st aristomere shorter than wide, 2nd aristomere slightly longer than wide, 3rd thickened on basal 1/4. Prementum short, about 3/7 as long as eye height; palpus nearly cylindrical, only weakly widened near apex, nearly as long as pedicel and 1st flagellomere combined.
Thorax black in ground color, with rather dense grayish white pruinosity; dorsum with 4 broad longitudinal vittae, inner vittae fused on postsutural scutum; pleura with thin grayish white pruinosity. All thoracic hairs black; 2 presutural and 3 postsutural acrostichal setae; 3 postsutural supra-alar setae, anterior seta slightly shorter than anterior intra-alar seta and subequal in length to notopleural setae; scutellum with 2 fine discal setae, basal seta about 4/5 as long as subapical seta and about twice as long as scutellum, apical seta slightly shorter than basal seta; distance between bases of subapical scutellar setae about 2.5 times that between basal and subapical setae of corresponding side.
Wing hyaline, evenly and weakly tinged with pale brown; basicosta brown; lower calypter translucent pale brown. Base of vein R4+5 with 1 fine setula dorsally and 1–2 fine setulae ventrally. Costa between subcosta and vein R1 about 1/3 as long as distance between R1 and R2+3 and 2/3 as long as distance between R2+3 and R4+5; bend of vein M rather obtuse angled, about 2 times close to wing margin than to dm-cu crossvein. Lower calypter with rather long fringe.
Legs black, claws pale brownish white with dark apices, pulvilli dull yellowish. Fore tibia with 2 fine posterior setae; mid tibia with 1–2 anterodorsal and 2 posterodorsal setae, if 2 anterodorsal setae present then upper seta fine; hind tibia with a sparsely set row of short and fine anterodorsal setae, 1–2 strong setae among them, 1–3 posterodorsal and 1 posteroventral setae, and with 3 preapical dorsal setae, all subequal in length; claws and pulvilli very long, slightly shorter than combined length of 4th and 5th tarsomeres.
Abdomen black in ground color, entirely covered with rather dense grayish white or pale yellowish gray-white pruinosity of tessellate appearance. Hairs on dorsum fine, short and suberect; syntergite 1+2 with one pair of long and strong median marginal and 2 pairs of lateral marginal setae; 3rd tergite with one pair each of median discal and median marginal setae and 1–2 pairs of fine lateral marginal setae; 4th tergite with one pair of long and strong median discal, 1–2 pairs of fine lateral discal and a row of strong marginal setae; 5th tergite with one pair of median discal, 1–2 pairs of lateral discal and a row of marginal setae; 2nd to 4th sternites rather well exposed, each with 2 pairs of rather long and strong marginal setae well distinguishable from normal hairs.
Male terminalia: Fifth sternite nearly quadrate, median cleft narrow U-shaped, median membrane triangular in shape, posterior lobe with short hairs; cerci in lateral view very thick on basal portion and strongly narrowed at apical 1/3, in dorsal view swollen at middle and separated apically; surstylus short and narrow, nearly 3 times as long as wide in lateral view; pregonite narrow and curved dorsally in lateral view; postgonite elongate, apex weakly curved downward in lateral view; phallus long, nearly cylindrical medially, distal membranous portion expanded; ejaculatory apodeme rather large, narrow fan-shaped in dorsal view.
Female. Differing from male as follows: Vertex about 1/4 of head width; frontal vitta weakly widened anteriorly, about as wide as fronto-orbital plate; head setae stronger, inner vertical seta about 4/5 of eye height; outer vertical seta about 1/2 as long as inner vertical setae; 1 inclinate orbital seta, slightly shorter than anterior proclinate orbital seta; 2 proclinate orbital setae, somewhat directed outward, anterior seta slightly longer and about 3/4 as long as inner vertical seta; 5–6 frontal setae; antenna with 1st flagellomere about 3 times as long as pedicel; mid tibia with 2 anterodorsal setae, upper seta shorter, and 1 ventral seta; claws and pulvilli shorter than 5th tarsomere; abdominal tergites without lateral discal setae except syntergite 1+2. Female terminalia: Sixth tergite rather long, entire, with a row of strong setae on posterior margin; 7th sternite nearly 3 times as long as 6th tergite, anterior 1/2 invaginated, with short fine hairs, posteromedian portion roundly produced, with many small wart-like protrusions; 7th tergite entire, anterior margin triangularly excavated near middle, without hair; 7th sternite broad, quadrate in ventral view, posterior margin weakly excavated and mid ventral portion weakly and triangularly produced posteriorly, with dense hairs; 8th tergite of small crescent-form hemitergites; a balloon-shaped lobe with dense microvilli projected from intersegmental membrane behind 7th tergite; 8th sternite narrowed posteriorly and curved nearly at right-angle near middle, medially grooved; epiproct large, without hair.
Body length: 6.6–7.7 mm.
Holotype male, Kambaiti, 7000 ft, N. E. Burma [ Myanmar], 19.iv.1934, R. Malaise (NHRS).
Paratypes: 1 male, same locality as holotype, 12.iv., R. Malaise; 2 males 1 female, same data as holotype; 1 male, Kambaiti, 2000 m, N. E. Burma, 28.iv.1934, R. Malaise (NHRS); 1 male, 10 km E of Yanjia, 1750 m, Luchun, Honghe, Yunnan, China, 9-10.iii.1995, H. Shima (KUM).
Distribution. China (Yunnan), Myanmar.
Remarks. This species resembles P. discalis , but may be distinguished from it in smaller body size, dark brown palpus and shorter antenna. This species appears to differ from P. discalis in the male terminalia: the cerci are much broader in the dorsal view and higher in lateral view on basal 2/3, the surstylus is more slender in lateral view and the phallus has a more broadly swollen apex. This species, which is recorded from northwestern Myanmar and southeastern China, appears to be distributed in a more southern area than P. discalis .
