Etymology. From Latin, absens, absent, and lobus, lobe, referring to the extremely reduced wing anal lobe.

Diagnostic characters. The species is separated from other members within the subgenus by the wing without marking, the squama with a few setae (1–3), the anal lobe extremely reduced, low AR (0.33–0.59), the high VR and the anal point without lateral projection.

Male imago (n= 5). Total length 1.36–1.85, 1.60 mm. Wing length 0.86–1.05, 0.94 mm. Total length/ wing length 1.45–1.97, 1.70. Wing length/ length of profemur 2.21–2.44, 2.35.

Coloration. Head brown with yellow palpomere. Thorax ground color yellowish brown with postnotum, epimeron II, hind anepisternum II and hind margin of preepisternum dark brown, halteres yellow. All femora brown with a pale middle ring; all tibiae with yellow basal part and brown apices; fore tarsus brown, mid and hind tarsi yellow. Abdominal segments entirely yellowish brown.

Head. AR 0.33–0.59, 0.45. Ultimate flagellomere 147–231, 179 µm long. Temporal setae 7 –8, 8, including 2 – 3, 2 inner verticals, 2 –3, 3 outer verticals and 2 –2, 2 postorbitals. Clypeus with 10 –11, 10 setae. Tentorium 68 –91, 80 µm long, 10 –13, 11 µm wide. Palpomere lengths (in µm): 18 –29, 22; 18 –26, 21; 44 –55, 51; 57 –70, 65; 94–114, 102.

Wing ( Figure 1 A). VR 1.45–1.47, 1.46. R with 7 –10, 9 setae; R 1 with 4 –8, 6; R 4 + 5 with 13 –17, 14. Squama with 1 –3, 2 setae. Anal lobe extremely reduced, wing without marking.

Thorax. Dorsocentrals 6 –10, 8; acrostichals 8 –10, 9; prealars 3 –4, 3. Scutellum with 2 –4, 3 setae.

Legs. Terminal scale ( Figure 1 B) of front tibia 18 –26, 21 µm long, triangular and pointed apically. Spur of middle tibia 29 –31, 30 um long including 13 –18, 16 µm long comb, un-spurred comb 13 –18, 16 µm long, spur of hind tibia 34 –39, 36 µm long including 18 –23, 20 µm long comb, un-spurred comb 13 –26, 18 µm long. Width at apex of front tibia 29 –31, 30 µm, of middle tibia 26 –34, 30 µm, of hind tibia 31 –42, 35 µm. Lengths (in µm) and proportions of legs as in Table 1.

Hypopygium ( Figure 1 C, D). Tergite IX with 3 –5, 4 median setae. Laterosternite with 1 –2, 2 setae. Anal point broad, 36 –42, 38 µm long, without lateral projection. Phallapodeme 34 –42, 37 µm long; transverse sternapodeme 21 –23, 22 µm long. Gonocoxite 73 –86, 82 µm long. Superior volsella ( Figure 1. C) pad–like, expanded distally, with 2–3 short inner setae and 2 long setae on outer apical margin. Inferior volsella 52 –65, 61 µm long, gradually tapered from base to apex, with 5–7 oral setae and an apical seta. Gonostylus 73 –91, 81 µm long, with 3–4 long setae along inner margin. HR 0.95–1.11, 1.03. HV 1.72–2.12, 1.92.

Distribution. The species was collected from Oriental China.

Remarks. The new species is close to Neotropical species P. (T.) atroari , P. (T.) carijona , P. (T.) karyana and P. (T.) kuikuro described by Bidawid & Fitttkau (1995) and Bidawid-Kafka (1996) in have no wing marking and no projection on each side of the anal point. The morphological differences between them see table 2.
