Description. Adult (Fig. 84). Wingspan 14.0̄15.0 mm. Head white. Labial palpus white to ochreous; segment I fuscous on outer surface; segment II fuscous dorso-distally, as long as segment III; segment III fuscous dorsally, pointed at apex. Antenna with scape and dorsal 2/3 of flagellum white, remaining flagellum fuscous. Thorax and tegula white, suffused with creamy to ochreous on posterior half. Forewing ground color brown to dark brown, black on basal 1/3 of costa, suffused with creamy white scales at base and fold; markings as in P. operaria , except scales between two Z-shaped antemedian fasciae brown. Hindwing dark grey. Legs as in P operaria , except fore coxa entirely white in all female specimens examined (n=4).
Pregenital abdomen (Fig. 55). In female, segment VII deeply concave at middle on posterior margin.
Male. Unknown.
Female genitalia (Fig. 123). Papillae anales simple. Apophyses anteriores about 1/4 length of apophyses posteriores. Tergum VIII distinctly wrinkled, broadly concave on anterior and posterior margins in broad U-shape; sternum VIII with posterior margin sharply concave in V-shape; anterior margin slightly rounded. Ostium bursae broad, opening near anterior margin of sternum VIII medially. Antrum broad, sclerotized dorsally, slightly wrinkled on anterior margin. Ductus bursae widened at base, twisted and sclerotized before middle; ductus seminalis arising from middle, anterior half membranous. Corpus bursae oval, as long as ductus bursae, posterior half covered with microtrichia; signum rounded, at anterior 3/5, bulged inward, with minute denticles.
Diagnosis. Palumbina rugosa sp. nov. is externally similar to P. operaria , but it differs in having lighter coloration on the tegula and the forewing. The female genitalia of P. rugosa sp. nov. are characterized by the distinctly wrinkled tergum VIII and the broad antrum.
Distribution. China (Hainan, Yunnan).
Etymology. The species name is derived from the Latin rugosus (wrinkled), referring to the wrinkled tergum VIII in the female genitalia.
Remarks. Males of P. rugosa sp. nov. were not examined in this study, but the new species is established based on the distinct morphological characteristics of the females and the COI analysis. Considering the morphological similarities, the male genitalia of P. rugosa sp. nov. may resemble those of P. operaria . Palumbina operaria has relatively broad distribution in China, but it seems that P. rugosa sp. nov. is more restricted to the south although only four specimens are available.
