Diagnosis. This species differs from the other species of the genus Leucophenga in having the epandrium entirely lacking seta ( Fig. 25A View FIGURE 25 ); aedeagus subdorsolaterally with two long, subparallel processes; the thicker process bearing a sensillum at tip ( Fig. 25D View FIGURE 25 ).
Description. Ocellar triangle dark brown, with ca. 2 setae above ocellar setae. Postocellar setae minute ( Fig. 6J View FIGURE 6 ). Frons brownish ( Fig. 6J View FIGURE 6 ). Orb 3 and Orb 2 parallel ( Fig. 6J View FIGURE 6 ). Pedicel brownish yellow to brownish; first flagellomere dark yellow ( Fig. 6J View FIGURE 6 ). Clypeus entirely brownish yellow. Palpus brownish yellow ( Fig. 6J View FIGURE 6 ). Mesonotum mostly brownish yellow ( Fig. 6K View FIGURE 6 ). Postpronotal lobe dark yellow ( Fig. 6L View FIGURE 6 ). Acrostichal setulae in ca. 12–14 irregular rows ( Fig. 6K View FIGURE 6 ). Scutellum mostly brownish yellow ( Fig. 6K View FIGURE 6 ). Pleura, katepisternum, and mesopleuron mostly dark yellow ( Fig. 6L View FIGURE 6 ). Wing ( Fig. 3B View FIGURE 3 ): entirely hyaline ( Fig. 3B View FIGURE 3 ); costal vein between R 2+3 and R 4+5 distally with ca. 6 or 7 peg-like spinules on ventral surface; R 4+5 and M 1 slightly convergent distally; halter yellowish, usually with brownish yellow patches at stem and knob ( Fig. 6K View FIGURE 6 ). Abdominal tergites black, 2nd tergite yellow medially and laterally, 3rd tergite not shortened, yellow anteriorly and laterally, 4th tergite yellow anteriorly ( Fig. 10C View FIGURE 10 ). Male terminalia: Epandrium, cercus, and surstylus lacking pubescence ( Fig. 25A View FIGURE 25 ). Hypandrium with 1 sensillum ( Fig. 25B View FIGURE 25 ). Paramere narrow basally and apically, with ca. 3 sensilla medially and ca. 13 ones distally ( Fig. 25C View FIGURE 25 ).
Measurements and indices. BL = 4.00 mm in holotype (range in 3♂ and 1♀ paratypes: 3.33–3.67 in ♂, 3.03 in ♀), ThL = 1.80 mm (1.63–1.73 in ♂, 1.57 in ♀), WL = 2.87 mm (2.70–2.83 in ♂, 2.73 in ♀), WW = 1.38 mm (1.30–1.33 in ♂, 1.20 in ♀), arb = 8/5 (7–8/4–5), avd = 0.93 (0.86–0.94), adf = 1.88 (2.27–2.43), flw = 1.75 (1.87– 2.14), FW/HW = 0.31 (0.30–0.33), ch/o = 0.02 (0.03–0.03), prorb = 0.65 (0.64–0.68), rcorb = 0.80 (0.79–0.82), vb = 0.45 (0.53–0.56), dcl = damaged (0.46–0.50), presctl = damaged (0.50–0.52), sctl = damaged (1.18–1.26), sterno = damaged (0.83–0.88), orbito = 1.06 (1.06–1.14), dcp = 0.27 (0.30–0.34), sctlp = 1.03 (1.13–1.29), C = 1.88 (1.90–2.04), 4c = 1.24 (1.21–1.32), 4v = 1.69 (1.62–1.76), 5x = 1.11 (1.06–1.22), ac = 3.06 (2.88–3.40), M = 0.50 (0.49–0.52), C3F = 0.71 (0.71–0.75).

Distribution. China (Yunnan).
Etymology. A combination of the Latin words: “ brevis ” (= short) and “ penis ” (= aedeagus), referring to the short aedeagus.
