Description. Male. Body length 1.1 mm. Frons yellow brown. Supra-antennal setae and lower fronto-orbital seta present. Lower interfrontal setae shorter than upper interfrontal setae and the distance between each other equaled to that between upper interfrontal setae. First flagellomere yellowish brown, 0.15 mm long, with an aspect ratio of 2:1; arista 0.25 mm long, 1.7 times as long as that of first flagellomere. Palpus dark brown, with 6 short setae apically.

Thorax yellow. Mid and hind legs yellowish brown, fore leg yellow. Fore tibia with 8 small near-dorsal setulae, the uppermost being longer than the rest. Mid femur without sense-organ. Wing ( Fig. 29I View FIGURES 29 ) length 1.19 mm. Costal index 0.40, costal ratio 1.64:1, costal setulae length 0.025 –0.027 mm. Vein Rs with basisetula. Veins yellowish brown, except A 1 +CuA 2 whitish yellow. Membrane light yellow. Halter brown.

Abdominal tergites yellowish brown. Terminalia ( Figs. 18A–C View FIGURES 18 ) yellowish brown. Left surstylus ( Figs. 18A, D View FIGURES 18 ) long banded, with a pointed basidorsal process. Right surstylus ( Figs. 18B, E View FIGURES 18 ) large, palmate, without inner teeth.

Female. Unknown.

Etymology. The specific epithet is derived from the Latin word palmatus (palm-shaped), indicating the character of right surstylus.

Specimens examined. Holotype, ♂, Guangxi, Wuming, Mt. Daming (800 m), 10-Aug-2011, Jianfeng Wang . Paratypes, 1♂, Guangxi, Wuming, Liangjiang (460 m), 11-Aug-2011, Jianfeng Wang ; 1♂, Guangxi, Mt. Maoer (1800 m), 14-May-2004, Guangchun Liu .

Distribution. China (Guangxi).

Remarks. With the characters of the palmate right surstylus and lacking inner teeth of each surstylus the new species can be distinguished from all other described species of the genus. In the keys of Disney (1990) and Michailovskaya (2000) the species will not run out to any species.
