Description. Male. Body length 1.7–2.1 mm. Frons dark brown. Supra-antennal setae present. Lower fronto-orbital setae absent. Lower interfrontal setae shorter than upper interfrontal setae and the distance between each other shorter than that between upper interfrontal setae. First flagellomere dark brown, 0.21 mm long, with an aspect ratio of 1.76:1; arista 0.52 mm long, 2.48 times as long as that of first flagellomere. Palpus light brown, slender, with 6 short setae apically.
Thorax brown. Mid and hind legs yellowish brown, fore leg yellow. Fore tibia with 12 small near-dorsal setulae, the uppermost being longer than the rest. Fore tarsus with posterodorsal setal palisade on all five tarsomeres. Mid femur without sense-organ. Wing ( Fig. 29G View FIGURES 29 ) length 1.81 mm. Costal index 0.40, costal ratio 1.70:1, costal setulae length 0.070 –0.076 mm. Rs with basisetula. Veins brown, except A 1 +CuA 2 whitish gray. Membrane hyaline. Halter brown.
Abdominal tergites dark brown. Terminalia ( Figs. 12A–C View FIGURES 12 ) dark brown. Left and right surstyli similar, long banded. Right surstylus ( Figs. 12C, E View FIGURES 12 ) straight, with a cluster of 14 long, pointed inner teeth on apical edges, and without a basidorsal process.
Female. Unknown.
Etymology. The specific epithet is derived from the Latin word tortuosus (twisted), indicating the character of the left surstylus.
Specimens examined. Holotype, ♂, Shaanxi, Qinling, Red River Valley (1518 m), 15-May-2008, Lixin Su . Paratype; 1 ♂, same data as for holotype .
Distribution. China (Shaanxi).
Remarks. This species is similar to C. angusta sp. nov., but it is distinguished from the latter by absence of basidorsal process of right surstylus, curved left surstylus, cluster-arranged inner teeth, shorter first flagellomere, longer arista, larger size of body and wing.
