Female macroptera. Colour: Body yellow, except for body setae brown antennal segments VI–VIII brown, V brown with base light brown, IV brown with basal 1/3 light brown, III brown with pedicel yellow, II suffused brown on apical ( Figs 6, 10 View FIGURES 1 – 13 ). Fore wings pale. Structure: Head about 1.5 times as wide as long with a slight prolongation anterior to the eyes; compound eyes with no pigmented facets; three pairs of ocellar setae, pair III close to external margins of ocellar triangle; six pairs of postocular setae, pair IV longer than the others ( Fig. 18 View FIGURES 14 – 24 ). Antenna 8-segmented, segments III and IV with sense cone forked, pedicel on III with a sharp ring-like swelling ( Fig. 10 View FIGURES 1 – 13 ). Pronotum about 1.5 times as wide as long without major lines of sculpture; one pair each of major anteromarginal and anteroangular setae, anteromarginals almost as long as anteroangulars, one pair of major posteromarginal setae and two pairs of posteroangular setae, pair I about 1.3 times as long as II ( Fig. 22 View FIGURES 14 – 24 ). Mesonotum with transverse lines of sculpture, one pair of campaniform sensilla anteriorly, no setae on discal area. Metanotum with two pairs of setae anteriorly, one pair of campaniform sensilla present, longitudinal lines of sculpture laterally, almost no sculpture medially ( Fig. 29 View FIGURES 25 – 36 ). Fore wings with two complete rows of setae; first vein with 14–18 setae, second vein with 9–12 setae; clavus with 5 marginal and 1 discal setae; fringe cilia wavy. Abdominal tergites V–VIII with well developed ctenidia laterally, VIII with posteromarginal comb of microtrichia with well-spaced teeth ( Fig. 35 View FIGURES 25 – 36 ), IX with two pairs of campaniform sensilla and S1 pair of setae 1.2 times as long as S2. Sternites smooth without discal setae, craspeda present on sternites II–VII, but sometimes interrupted medially especially on II and VII.

Measurements (Female holotype, in microns): Body length 1440. Head, length 99 width 143; Ocellar setae III 45; postocular setae IV 23. Pronotum, length 108, width 163; Pronotal major setae, aa 55, am 58, pm 29, pa I 60, pa II 45. Fore wing length 535. Tergite IX, length 60, S1 setae 84, S2 setae 100. Antennal segments I–VIII 23, 30, 48, 38, 35, 43, 8, 13.

Male macroptera. Similar to female, but smaller and with transverse pore plates on sternites III–VII ( Fig. 38 View FIGURES 37 – 41 ). Teeth on posteromarginal comb of microtrichia on tergite VIII small. Craspedum with pointed apex on sternite VIII.

Measurements (paratype male, in microns): Body length 940. Head, length 90 width 140; Ocellar setae III 43; postocular setae IV 28. Pronotum, length 98, width 163; Pronotal major setae, aa 55, am 55, pm 28, pa I 58, pa II 58. Fore wing length 480. Antennal segments I–VIII 20, 30, 45, 38, 33, 43, 9, 10.

Material Examined. Holotype female. Brazil. Piau: Teresina , (05 05’ 21 S; 42 48’ 0 7 W), 19.vii.2011, on Senna obtusifolia flowers (E.F.B. Lima) (CHNUFPI). Paratypes: one male and one female collected with the holotype; three females collected from the same plant and locality, 18.i.2012 (E.F.B. Lima) (CHNUFPI, IB and ESALQ)

Comments. This species is remarkable for the sharp-edged pedicel on antennal segment III. To our knowledge, the only other species with a similar pedicel is F. caseariae , but the new species differs from that mainly because of the yellow body and the shorter setae especially on the pronotum and head. Moreover, the weak sculpture on the metanotum and the fine, sparse teeth on the posteromarginal comb of tergite VIII are distinguishing features. In caseariae the males have broader pore plates on the abdominal sternites ( Fig. 39 View FIGURES 37 – 41 ). A similar species, F. borinquen Hood , has an expanded pedicel ( Fig. 11 View FIGURES 1 – 13 ) and the metanotum with stronger longitudinal striae. The new species was collected from Senna obtusifolia , where it probably breeds. Two larvae collected with the two females in 2012 presumably belong to F. piauhyensis , but are not included as paratypes.

Etymology. The species is named after the gentilic name for those from Piauí, state in which the specimens were collected.
