The name refers to the lack of the basal hair of vein 3.

Male

Frons brown, a little broader than high, with dense but minute microsetae and 30 scattered hairs. A pair of strong supra­antennal bristles; antials further apart than distance from anterolaterals and very slightly lower on frons; pre­ocellars further apart than either is from a mediolateral bristle, which is slightly lower on frons. Postpedicels subglobose to slightly elongated and brown but not dark. Palps straw yellow with five bristles at or just before tip and at least twice as many hairs below extending to base of segment 2. Yellowish brown labrum half as wide as postpedicel. Labella straw yellow. Thorax brown on top shading to orange brown on sides. Scutellum with a posterior pair of bristles and an anterior pair of hairs at most as strong as those at rear of scutum between dorsocentral bristles. Abdominal tergites brown with sparse minute hairs, except for T6 (especially at rear margin). Yellowish brown venter with some small hairs below on segments 3­5. Hypopygium brown with straw yellow hypandrial lobes and anal tube. Legs straw yellow apart from brown dorsal edge to hind femur. Front tibia with 4­5 dorsal spines. Mid tibia, apart from basal pair of bristles, with a pre­apical bristle; and its dorsal hair palisade extends about half its length. Hind tibia lacks pre­apical isolated bristles. Base of hind femur as Fig. 2 View FIGURE 2 , and hind coxal lobe similar to D. cornuta ( Fig. 5 View FIGURES 5 ­ 6 ) but with longer denser hair. Wing 2.3 mm long. Costal index 0.51­0.52. Costal ratios 7.9: 2.4: 1. Costal cilia 0.06­0.07 mm long. Thick veins yellowish grey. No hair at base of vein 3. Veins 4­6 pale grey and 7 only discernible with critical lighting. Membrane almost colorless. Haltere whitish yellow.
