Validation of Harpocera josifovi described by Kim & Jung in 2016
Kim & Jung (2016) described a new species of Harpocera from Korea in Entomological Research, of which all issues starting in 2015 were published electronic-only (confirmed by the journal Senior Production Editor, Sylvia Cheong). In accordance with the article 8.5. of the Code (ICZN 2012), electronic-only journals have to meet certain criteria for the names published on their pages to be available for the purpose of nomenclature. Unfortunately, the paper by Kim & Jung (2016) was not registered in the official register of zoological nomenclature (ZooBank) prior to its publication, and the ZooBank life sciences identifier (LSID) was not included in the original paper. Even though the paper ( Kim & Jung 2016) and an unavailable name were registered later by Junggon Kim (14 July 2020) on ZooBank ( urn:lsid:zoobank.org:act:A158F413-1B4D-4918-B470-8D27F2FF60B5 ), this does not make the name available, as the LSID does not appear in the work itself (article 8.5.3. ICZN 2012). For the above reason, Harpocera josifovi described by Kim & Jung (2016) is an unavailable name. Herein, we valid use of the new name.
Every new name published after 1930 must satisfy the provision of article 11 and must be accompanied by a description or definition that states in words and characters that are purported to differentiate the taxon. Therefore, diagnosis and etymology are reproduced from Kim & Jung (2016) with permission to conform to article 13.1.1 (ICZN 1999). For more details, a full description and taxonomic illustrations of Harpocera josifovi , including a key to the Korean Harpocera species were given by Kim & Jung (2016). Type specimens are deposited in the Laboratory of Systematic Entomology, Chungnam National University (CNU), Daejeon, Korea.
