Length of body 4.2 mm, of fore wing 4.3 mm and of antenna 4.8 mm.

Antenna with 35 flagellomeres. Terminal flagellomere pointed. Median flagellomeres approximately 2.2 x longer than wide. Occipital carina complete, irregular, joining hypostomal carina ventrally. Mesopleuron largely aciculate, weakly rugulose dorsally, precoxal sulcus weakly impressed, largely aciculate with a few oblique striae, speculum present. Propodeum with a more or less complete midlongitudinal caria, though somewhat irregular posteriorly. Fore wing vein 2-CU1 2.35 x 1-CU1. Apex of fore wing subbasal cell evenly setose. Fore wing vein 3- SR 2.35 x vein r. Fore wing vein 2-SR+M 1.1 x vein r. Fore wing vein SR1 2.35 x vein 3-SR. Hind wing vein M+CU 1.2 x 1-M. Hind wing subbasal cell evenly setose. Hind wing vein m-cu absent. Apex of hind tibia without comb of modified adpressed setae. Claws without conspicuous pecten. Basal lobes of 1 st tergite hardly produced, rounded. Midlongitudinal carina of 3 rd tergite present on basal 0.7.

Etymology. Named after Jun-Hua He, in recognition of his contribution to the study of Chinese Rogadinae .
