Holotype ♀, Thailand: Chiang Rai, 16.iii.2002 (voucher BCLDQ00643, Genbank JF962634 View Materials ) ( QSBG). Length of body 4.3 mm, of fore wing 4.0 mm and of antenna 5.6 mm.

Antenna with 43 flagellomeres. Terminal flagellomere pointed. Median flagellomeres 1.8 x longer than wide. Occipital carina complete, forming a point mediodorsally, joining hypostomal carina ventrally. Mesopleuron largely aciculate, rugulose anterodorsally and along middle part of weakly impressed precoxal sulcus, speculum absent. Midlongitudinal propodeal carina complete. Fore wing vein 2-CU1 1.4 x 1-CU1. Apex of fore wing subbasal cell with distinct glabrous zone. Fore wing vein 3-SR 2.1 x vein r. Fore wing vein 2-SR+M 0.85 x vein r. Fore wing vein SR1 2.25 x vein 3-SR. Hind wing vein M+CU 1.55 x 1-M. Hind wing subbasal cell evenly setose. Hind wing vein m-cu absent. Apex of hind tibia with comb of modified adpressed setae apicomedially and ventrally. Claws with pecten of 7 or 8 long, fine, pale brown teeth on basal lobe, these splaying and distinctly separated, and the penultimate ones longest. Basal lobes of 1 st tergite moderately produced, angular, concave posteriorly. Midlongitudinal carina of 3 rd tergite very weakly differentiated from other striation on anterior 0.5 of tergum only.

Etymology. Named after Death’s horse Binky in the Terry Pratchett Discworld novels.
