Gnathosoma 18 (18–19), projecting obliquely down, pedipalp coxal setae (ep) 2 (2–3), dorsal pedipalp genual setae (d) 5 (4–5), chelicerae 15 (15–16), oral stylets 13 (13–14). Prodorsal shield 48 (48–49), 66 (65–67) wide; semicircular and with many granules; frontal lobe broad; admedian lines connected posteriorly forming a shape of letter “U”. Dorsal tubercles on rear margin, 32 (32–33) apart, scapular setae (sc) 7 (7–8) projecting posteriorly. Coxal area with short lines; anterolateral setae on coxisternum І (1b) 8 (7–8), proximal setae on coxisternum І (1a) 19 (17–20), proximal setae on coxisternum І (2a) 31 (28–35). Prosternal apodeme present. Legs with usual series of setae. Legs І 33 (32–35), femur 10 (9–10), basiventral femoral setae (bv) 7 (7–8); genu 5 (4–5), antaxial genual setae (l'') 17 (17–18); tibia 7 (7–8), paraxial tibial setae (l') 3 (3–4), setae located 1/3 from dorsal base; tarsus 7 (6–7); tarsal empodium simple, 4-rayed, tarsal solenidion knobbed. Legs І 28 (26–30), femur 8 (7–8), basiventral femoral setae (bv) 11 (11–12); genu 4 (4–5), antaxial genual setae (l'') 6 (6–7); tibia 5 (5–6); tarsus 7 (6–7); tarsal empodium simple, 4-rayed, tarsal solenidion knobbed. Opisthosoma: dorsal opisthosoma with 18 (17–20) annuli, with filament microtubercles on ridges, ventrally with 56 (53–59) annuli, with round microtubercles. Setae c2 23 (21–26) on ventral annulus 10 (10– 11); setae d 54 (53–55) on ventral annulus 21 (19–21); setae e 10 (8–12) on ventral annulus 35 (34–36), setae f 22 (21–23) on 5th ventral annulus from rear. Setae h1 2 (2–3). Female genitalia 17 (17–18) long, 22 (21–23) wide, coverflap with 8 longitudinal ridges, proximal setae on coxisternum ІІІ (3a) 18 (16–20).
MALE: Unknown.
Types. Holotype, female, China: Jilin Province, Changbai Mountain, 42°03’N, 128°05’E. July 25, 2006, from Ulmus sp. ( Ulmaceae ), coll. Xue, Xiao-Feng and Song, Zi-Wei. Paratypes, 4 females, with the same data as holotype.
Relation to host. Vagrant on leaf surface. No damage to the host was observed.
Etymology. The specific designation changbais is from the place where the host plant and the mite were found, Changbai Mountain.
Remarks. This species is similar to Tegolophus ulmi Lin & Kuang, 2001 a, but can be differentiated by dorsal and ventral annuli with microtubercles (dorsal and ventral annuli smooth in T. ulmi ), setae h1 present (setae h1 absent in T. ulmi ), admedian lines present (admedian lines absent in T. ulmi ).
