Diagnosis. face black with white pruinescence; frons black; palpus black, black setose; antennae black; pronotum black with patches of brown pruinescence; scutum black with brown pruinescence in front of postpronotal lobe; legs black, coxae with white pruinescence and white setae, femora covered with short black setae, tibiae covered with short yellowish setae; wing yellow with apical and posterior margins darkened; abdomen black, tergite 1 with long black setae laterally, tergites 2 and 3 with patches of black pruinescence, and white thin setae laterally.
Redescription. Holotype male. Measurements: body 18 mm; wing 16 mm. Head: face black with white pruinescence; mystacal setae black; frons black, a tuft of black setae above insertion of each antenna; orbital setae black; ocellar tubercle black, black setose; postocular setae black; occiput black with white pruinescence between occipital setae and postocular margin; upper occipital setae black and lower occipital setae white; palpus black, black setose; proboscis black with black setae ventrally; antennae black, scape and pedicel black setose, postpedicel with sparse yellow pruinescence and black setae on basal half of dorsum. Thorax: second cervical sclerite black, black setose; pronotum black with patches of brown pruinescence; antepronotum with black setae on anterior margin; postpronotum with thin black setae laterally; proepisternum with thin black setae; postpronotal lobe with black setae; three notopleural, three supra-alar and two postalar setae; scutum black with brown pruinescence in front of postpronotal lobe; medial stripe not contrasting with back ground color of scutum; dorsocentral setae just before transverse suture; scutellum black, with pair of long black marginal setae; pleura black with patches of brown pruinescence on anepisternum and patches of white pruinescence on katepisternum. Legs: coxae black with white pruinescence and white setae, fore pair with brown pruinescence laterally; femora black covered with short black setae; tibiae black covered with short yellow setae and long black setae; hind tibia ventrally with yellow pruinescence on apical third, extending onto tarsomeres; tarsomeres black with black setae; pulvillus yellowish; claws black. Wing: yellow with apical and posterior margins darkened, alula hyaline; halter yellow. Abdomen: black, tergite 1 with long black setae laterally, tergites 2 and 3 with patches of white pruinescence and thin white setae laterally, other setae of tergites 2 and 3 yellowish, remaining tergites covered with black short setae; sternites 1–3 with brown pruinescence and white setae long and thin, other sternites black with black setae; terminalia black with bright yellow setae. Terminalia: not dissected.
Female: Unknown.
Comments: N. atriapex can be distinguished from other species of Neodiogmites by the yellow and black wing, which is not found in other species of the genus.
