Male 5.2 mm long, 2.0 mm wide across eyes and 2.3 mm wide across hind margin of pronotum. Proportion of width of head including eyes to hind margin of pronotum is 0.86.

Pale greenish brown with brown spots. Forewings brown and legs yellowish brown.

Male genitalia: Caudal margin of pygofer convexly rounded, with two macrosetae. Subgenital plate short, apex rounded, with lateral marginal setae near apex. Style narrow and long, apophysis slightly curved at obtuse angle, with finger-like projection at base of apophysis ventrally in lateral view, apex straight and rounded. Aedeagus with well developed bifid dorsal apodeme, with preatrium not developed, aedeagal shaft stout, laterally compressed, widened near midlength and slightly curved dorsally near apex, with lateral flange surface smooth, without spicules in apical region.

Material examined. Holotype 3, Vietnam, Nghe An ca 25km, SW of Con Cuong: Khe Mo River Forestry Camp, 4- 9 June, 1995, B Hubley, J Swann Rom, 956154, Malaise trap, fine mesh, tropical forest, over small pool in creek near Ophiophagus field, 18°56'N 104°49'E, 308m ( ROM).

Remarks. This species resembles Sinojassus compressus sp. nov. externally but can be distinguished from the latter by the aedeagal shaft lateral flange surface without spicules, and the apex of the style straight with a finger-like projection at the base of the apophysis ventrally in lateral view.

Etymology. This new species is named for Mr M. D. Webb (Natural History Museum, London), in recognition of his outstanding contributions to leafhopper taxonomy.
