Holotype. Male in an uncut piece of Rovno amber 57 × 37 × 20 mm. The specimen is complete, head with antennal segments I+II partly obscured on dorsal and ventral side by impurities. This specimen JDC 9234 (20/02) is designated as holotype and deposited at CEHI as ROVTING-01.

Etymology. The name refers to Rovno amber where this interesting fossil tingid was discovered.

Diagnosis. P. rovnensis sp. nov. is recognized and differs by following characters from other congeners described herein: from P. balticus sp. nov. and P. pulchellus sp. nov. by smaller size (3.70 vs. 3.85 and 3.90 mm); number of transverse veinlets in subcostal area (2 vs. 3 and 3); shorter antennae, ratio antennal segments I–IV / width of head (3.09 vs. 4.90 and 3.54).

Description. Macropterous male.

Head. About as long as wide, antennae about 3.1 times as long as width of head, segments I+II short and thicker, III longest and thinner, about 2.3 times as long as width of head, IV short thin and fusiform; approximate length of antennal segments I / II / III / IV = 0.1 / 0.1 / 1.25 / 0.25 mm; eyes globular semi-inserted in head; rostral groove laterally laminate along head, pro-, meso- and metasternum, rostrum short, reaching middle of sternite 2.0.

Pronotum. Wider than long, lateral margins straightly converging anteriorly from rounded humeral angles to narrowly rounded anterolateral angles; paranota with three rows of areolae at its widest part, one or two elsewhere; surface of disk areolate with five rows of carinae, the two humeral ones shorter than the three median ones extending along full length of pronotum; posterior lobe posteromedially raised, higher than anterior lobe; posterior margin convex without prolongation.

Scutellum. Triangular, small with acute apex.

Hemelytra. Elongate oval, distinctly produced over abdomen, 1.62 times as long as width, lateral margins evenly rounded; clavus with rows of areolae, commissura slightly longer than pronotum; sutural area with one row of areolae along clavus and few additional ones at insinuation at apex of clavus; discoidal area with six rows of areolae at its widest and two transverse veinlets; subcostal area with six rows and two (left side) and three veinlets (right side); costal area with four rows of areolae which are larger than those of all other parts of hemelytra; stenocostal area with one row; membrane completely areolate, their areoles increasing in size posteriorly.

Legs. Femora and tibiae straight, long and slender, tarsi two-segmented with long claws.

Measurements. Length 3.7 mm, head length / width 0.55 / 0.55 mm; pronotum length / width 0.8 / 1.1 mm; hemelytra length / width 2.75 / 1.7 mm, ratio 1.62; length of antennal segment III / width of head 1.25 / 0.55 mm, ratio 2.3.
