Diagnosis. Vibrissa and subvibrissal setulae hook–like; fore coxa with strong spine on posterior margin; fore tarsomeres 2–3 flattened; mid coxa with spine on ventral surface; hind tibia without setae on antero–ventral surface; facial margin with strong anterior projection.

Description. Holotype male ( Fig. 1E View FIGURE 1 )

Head: eye setulose. Frontal vitta dark brown. 18 fr. 1 pair of oc, proclinate and developed and 1 posterior seta. Parafacial golden pollinose, gena black with brownish pollinosity. Parafacial bare. Scape black, 2 dorsal setae. Pedicel black with strong and short hook setae. Postpedicel dark brown, golden hairy, 1.5 times the length of pedicel. Arista dark brown, with short pubescence, rays shorter than width of base of arista. Palpus dark brown, flat and filiform. Vibrissa and subvibrissal setulae hook–like ( Fig. 3A View FIGURE 3 ).

Thorax: dark brown; scutum without vittae. Acr without a pattern, setulose area, irregular rows. Dc 2:3. Pprn 3, well–developed and surrounded setulae. Pra 2, anterior one stronger. Proepimeron setulose. Katespisternum setulose.

Wing: brownish. Calypters and haltere brownish.

Legs: coxae, femora and tibia brown; tarsi brown, pulvilli yellowish. Fore coxa with a strong apical spine on posterior surface ( Fig. 3B View FIGURE 3 ). Fore femur 1 row of pd, p and pv surface setulose, with thin and long setae. Fore tibia with 1 pre–apical d; 2 short p and 1 av. Fore tarsomeres 2–3 flattened ( Fig.3C View FIGURE 3 ). Mid coxa with 1 row of strong a and 1 strong spine on v surface. Mid femur setulose on p surface, short setae; 1 row of decreasing pv, long on basal half and shorter on apical half; a few short v. Mid tibia without constrictions on v surface on basal half, setulose on apical half, 1 strong and long apical v; 1 apical a; 1 ad; 1 d; 2 apical av; 2 d. Hind coxa with setulae on posterior margin. Hind femur without pre–apical swelling on v surface ( Fig. 3D View FIGURE 3 ); 1 row of ad, apical setae towards d surface ( Fig. 3D View FIGURE 3 ); 1 row of av ( Fig. 3D View FIGURE 3 ). Hind tibia with 1 median and 1 pre–apical d; 4 ad; 1 row of 8 av and 1 apical; 1 row of pv. Hind tarsus with conspicuous short setae ( Fig. 3E View FIGURE 3 ).

Abdomen: dark brown, elongated. Sternite 1 setulose. Sternite 5 ( Fig. 5E). Terminalia ( Fig. 6E View FIGURE 6 ): epandrium wider than long with weakly setae on through; surstylus long width in the base and the same width until the apex, fusioned with epandrium, with short setae; cercal plate rounded and globose, plate fusioned until the middle half. Bacilliform process present and spiraled.

Female: unknown.

Biology. Label information indicates that this species occurs in highland forests of Costa Rica, 2600–3000 m. Nothing else is known about its habits or biology.

Comments. This species possibly belongs to the scalaris group and maybe is close to F. ciliatisima Chillcott, 1961 and Fannia columbiana Chillcott, 1961 because of the strong setae on fore and mid coxa. These species occur in the Holarctic region.

Etymology. Name in apposition. The species epithet refers to the Huetares indigenous people (also known as Pacacuas or Guetares), who once inhabited the San Jose province in Costa Rica.
