DISTRIBUTION — Papua New Guinea.

DIAGNOSIS — Notauli medially indistinct; rugose postero-median area of mesoscutum absent; basal half of metasoma white; ventral flange of metasoma large; wings hyaline only infuscate below pterostigma.

DESCRIPTION (Holotype) — FEMALE: body length 3.0 mm, length of fore wing 2.8 mm. Head. Antenna with 40 flagellomeres; F1/F2 = 1.20; length of first, second and penultimate flagellomeres 4.80, 4.00 and 2.00x their width, respectively; ED/TD = 2.28; eyes glabrous; OOL:OD:POL = 6.00:3.00:4.00; frons densely punctate-striate laterally, smooth medially with a median longitudinal carina; WF/HF = 1.16; MS/BM = 3.00; clypeus, face, gena and vertex finely punctate, face with a short tubercle mediodorsally; WC/HC = 1.33. Mesosoma. Mesoscutum punctate; mid-posterior area of mesoscutum absent; notauli present and weakly developed anteriorly, medially and posteriorly indistinct of mesoscutum; scutellum shiny, finely punctate, weakly convex; propodeum smooth, with short longitudinal and cross carinae, anterior areola narrow; mesopleuron largely shiny and smooth, sparsely punctate near subalar depression; precoxal sulcus punctate anteriorly, absent posteriorly; HMS/LMS = 0.82. Legs. Hind coxa finely punctate laterally, smooth dorsally; LHTI/ LHTA = 1.12; LPS/LHBT = 0.41. Wings. LW/LB =0.93; fore wing with SR1/PT =1.32; LPT/WPT =3.13; r: 3-SR: SR1: r-m = 5.00:4.00:33.00:5.00. Metasoma. LMS/LMT = 0.83; in dorsal view rounded, weakly wider posteriorly than anteriorly, WMT/LMT = 0.56; metasoma weakly curved in lateral view; ventral keel of metasoma medium sized apically, weakly sinuate apically in posterior view; metasoma longitudinally reticulate-rugose on anterior three-quarter, its apical quarter finely punctate. Color. Head, mesosoma, apical half of metasoma black; fore and hind coxa, all femur, apical three-quarters of mid and hind tibiae dark brown; scapus, pedicel, first flagellomeres, fore tibia brown-yellowish; fore tarsi, basal quarter of mid and hind tibia, basal half of metasoma whitish; mid tarsi, apex of hind basitarsus, remaining hind tarsi slightly infuscate; wings hyaline with a transverse brown patch below the stigma.

ETYMOLOGY — This species is named in honor of Olivier Missa for his fogging missions in Papua New Guinea.
