Description of Female. Fully winged; length 1.2–1.4 mm. Head testaceous, except ocellar region brown; antenna brown, except segments 1–3 or 1–4 testaceous; mesosoma black, occasionally with scutum brown; metasoma blackbrown; legs testaceous. Antenna clavate; antennal segments in following proportions: 4:4:4:4:3.5:3:3:3:2.5:5. Head dull, granulated; frontal line absent; POL = 5; OL = 3; OOL = 4; OPL = 3; TL = 3; occipital carina complete. Scutum, scutellum and metanotum dull, granulated. Notauli absent. Propodeum with dorsal surface reticulate rugose; posterior surface sculptured by two longitudinal keels, lateral areas reticulate rugose and median area partly smooth and partly rugose. Fore wing hyaline, without dark transverse bands. Tibial spurs 1/1/2.

Description of Male. Fully winged; length 1.2–1.4 mm. Head testaceous, except ocellar region brown (in specimen from China, Tengchong, vertex brown); antenna brown, except segments 1–3 or 1–4 testaceous; mesosoma black; occasionally scutum brown; metasoma black-brown; legs testaceous. Antenna filiform; antennal segments in following proportions: 4:4:4:4:3.5:3:3:3:2.5:5. Head dull, granulated; frontal line absent (in specimen from China, Tengchong, frontal line incomplete, hardly and shortly visible only near clypeus); POL = 5; OL = 3; OOL = 4; OPL = 3; TL = 3; occipital carina complete. Scutum, scutellum and metanotum dull, granulated. Notauli absent. Propodeum with dorsal surface reticulate rugose; posterior surface sculptured by two longitudinal keels, lateral areas reticulate rugose and median area partly smooth and partly rugose. Fore wing hyaline, without dark transverse bands. Basivolsella ( Plate 7A View PLATE 7 ) with two subdistal bristles and outer basal process. Tibial spurs 1/1/2.

Material examined. Types: holotype ♂: INDONESIA: Java, Bogor, 250 m, IV.1954, Bergman leg., ex imago of Empoasca sundaica Bergman collected on Arachis hypogaea ( RNHL) . Paratypes: same locality label as holotype, ♀ allotype ( RNHL); same locality label as holotype, III.1954, 1♀ ( USNM); same locality label as holotype, 1♀ ( BMNH); further paratypes should be in Indonesia, Bogor Faculty of Agriculture , Division of Entomology . Other material. CHINA: Guangdong, Nanling National Nature Reserve, 16.X.2007, Zaifu Xu leg., 1♀ ( SCAU); Hainan, Bawangling National Nature Reserve, 21–23.X.2007, Jiemin Yaoleg ., 1 ♀ ( SCAU); Taiwan, Nantou, Tungpu , 1200 m, 22–25.XI.1982, K.C. Chou & S.P. Huang leg., 1♀ ( TARI); Yunnan, Tengchong, Jietou , 12.V.2009, Jie Zeng leg., 1♂ ( SCAU). INDIA: Andhra Pradesh, Patancheru , 28.XII.1976, on cowpea, 1♀ ( BMNH); Tamil Nadu, Dharmapuri District, Hosur , 27.XII.1982, C.I.B.C., I.S., reared from Empoasca signata ( Haupt) , 4♀♀ (three in BMNH; one in AMNH). VIET NAM: Khánh Hòa, Nha Trang , 16–17.IV.1987, A. Ponomarenko leg., 1♀ ( MOLC).

Hosts. Cicadellidae Typhlocybinae ( Guglielmino & Olmi, 1997) : in India, Tamil Nadu: Empoasca signata (Haupt) ( Fiori, 1984) ; in Indonesia, Java: Empoasca sundaica Bergman ( Bergman, 1957) .
