Description of Female. Fully winged; length 4.4 mm. Head black, except clypeus brown (with testaceous sides); antenna testaceous, except segment 3 brown; mesosoma and metasoma black; legs black, except tarsi testaceous. Antenna clavate; antennal segments in following proportions: 13:7:43:18:15:10:8:8:6:10. Head very excavated ( Plate 75H View PLATE 75 ), shiny, hairless, granulated; frontal line complete; occipital carina incomplete, only present behind ocellar triangle; temple distinct; posterior ocelli touching occipital carina; POL = 4; OL = 6.5; OOL = 12; TL = 2. Pronotum shiny, hairless, granulated, with lateral regions sculptured by longitudinal striae; pronotum crossed by two transverse impressions; disc humped; anterior and posterior collar short; pronotal tubercle not reaching tegula. Scutum shiny, granulated, with many areolae near posterior margin. Notauli complete, posteriorly separated; minimum distance between notauli longer than POL (12:4). Scutellum shiny, smooth, granulated. Metanotum dull, reticulate rugose. Propodeum reticulate–rugose, without longitudinal and transverse keels. Fore wing with two dark transverse bands; distal part of stigmal vein longer than proximal part (19:7). Fore tarsal segment 1 slightly longer than segment 4 (28:25). Enlarged claw not spatulate ( Plate 75I View PLATE 75 ), with one subapical tooth and one row of 12 lamellae. Segment 5 of protarsus ( Plate 75I View PLATE 75 ) with two rows of 24 lamellae; distal apex with at least 12 lamellae. Tibial spurs 1/1/2.
Description of male ( Plate 76A View PLATE 76 ). Fully winged; length 3.2 mm. Head black, except mandible yellow (with teeth brown); antenna yellow; mesosoma and metasoma black; legs yellow, except metacoxa proximally black. Antenna filiform; antennal segments in following proportions: 13:10:26:20:20:18:14:15:13:17. Head convex, shiny, completely reticulate rugose; frontal line complete; occipital carina complete, laterally not reaching eyes; posterior ocelli touching occipital carina; temple distinct; POL = 8; OL= 5; OOL = 5; TL = 2. Scutum reticulate rugose. Notauli complete, posteriorly separated. Scutellum dull, granulated and with some broad punctures. Metanotum reticulate rugose. Propodeum reticulate rugose, without longitudinal and transverse keels. Fore wing hyaline, without dark transverse bands; distal part of stigmal vein longer than proximal part. Genitalia in plate 75J. Tibial spurs 1/1/2.
Material examined. Types: holotype ♀: INDIA: Tamil Nadu, Chennai (= Madras ), ex Fulgorid, S. Swaminathan leg., ex Dicoptera hyalinata ( BMNH). Paratype: same locality label as holotype, 1♂ ( BMNH).
Hosts. In the type locality an unidentified fulgorid feeding on Dicoptera hyalinata.
Distribution. India (Tamil Nadu).
