Phalgea maculata sp. nov.

Diagnosis. Apical half of wings black, fore wing with yellow spot at marginal cell; two bullae of vein 2 rs-m of fore wing well separated.
Description (Holotype female). Head. Antenna with 28 flagellomeres, first flagellomere 1.5x length of second; frons concave and polished medially, punctate laterally, carina between antennal sockets extending to upper margin of face; face 0.55x as high as wide, medially raised with dense striations, laterally with large punctures, pubescent; clypeus coarsely punctate, about 0.4x as high as wide, with small vertical ridge apicomedially; labrum 0.9x as long as its basal width; malar space equal to basal width of mandible; lower tooth of mandible longer than upper tooth, inner margins of eyes divergent ventrally; diameter of lateral ocellus 0.6x ocellar-ocular distance; vertex with sparse punctures; occipital carina ventrally meeting hypostomal carina about 0.7x basal mandible width from base of mandible.
Mesosoma. Epomia absent; pronotum subpolished, with some small striations at ventral corner, posterior corner densely punctate; mesoscutum 0.9x as long as wide at anterior level of tegulae, with dense punctures, pubescent, notauli strong; scutellum convex, densely punctate, pubescent, lateral carina present basally; postscutellum polished, impunctate; mesopleuron densely punctate, dorsally striate-punctate, pubescent except medially, epicnemial carina angled medially, extending to subalar prominence; sternaulus weakly indicated anteriorly; mesosternum densely punctate, posterior transverse carina present medially; metapleuron densely, finely punctate, pubescent, submetapleural carina complete; propodeum with some small wrinkles above posterior transverse carina; outer side of apical margin of fore tibia forming small thorn, fore basitarsus 3.3x second tarsomere; mid basitarsus 3x second tarsomere; hind leg with femur 3.4x as long as wide, length 0.7x tibia, tarsus 0.9x tibia length, basitarsus 2.5x second tarsomere, fifth tarsomere 2.1x longer than third. Fore wing length 12.7 mm, areolet absent, vein Rs & M slightly distad of cu-a, vein 2 rs-m about 1.5x distance between 2 rs-m and 2 m-cu, hind wing with first abscissa of vein Cu 1 about 0.8x length of vein cu-a.
Metasoma. Tergites polished with sparse, small punctures; first tergite 2.2x as long as apical width, sparsely punctate medially, lateral longitudinal carina well developed basally; second tergite 0.45x as long as first tergite, 1.25x longer than third; first sternite with low, round swelling; ovipositor compressed, length from base of subgenital plate about 1.4x as long as hind tibia, with small teeth apically of both valves, subgenital plate 2.5x as long as second tergite.
Colour. Reddish. Antenna brown, but scape and pedicel reddish ventrally; hind tibia and tarsus blackish, apical half of wings infuscate, marginal cell with yellow spot in infuscate area ( Fig. 2 View FIGURE 2 B).
Male. Unknown.
Comparison. The new species resembles Phalgea melaptera Wang in general appearance. It differs from the latter by the presence of a yellowish spot at the marginal cell of the fore wing and the two bullae on vein 2 m-cu of the fore wing are well separated, distinctly further apart than in P. melaptera .
Distribution. Currently known only from Khoang Xanh (Hanoi City).
Etymology. The name of this species refers to the spot at the marginal cell of the fore wing. Ecology. The single specimen was collected in secondary forest near a stream. Material examined. Holotype: ♀ (RMNH), “[ Vietnam:] Hanoi, Ba Vi, Khoang Xanh, 1.vi.2001, hand net, N.
