Diagnosis. Female. Length, excluding ovipositor, 2.00– 2.20 mm. Body generally amber in color ( Fig. 1 View FIGURES 1–2 ); scape with lighter in color at base and at apex, otherwise dark brown; funicle black to brown with F6 lighter than others, clava white. Fore wing infuscate ( Fig. 2 View FIGURES 1–2 ), basal cell nearly hyaline and a fascia distad of venation hyaline. Head with frontovertex 0.32–0.33× head wide; eye height 1.95–2.00× as long as malar space; ocelli forming an actue-angled triangle; antenna with scape broadened and flattened, 2.00–2.11× as long as broad; funicle 6-segment, F1–F4 longer than width, F5 subquadrate, F6 wider than long; clava 3-segment, longer than F4–F6 combined. Fore wing 2.60–2.70× as long as broad; mid tibial spur 0.91–1.00× as long as mid basitarsus; ovipositor about 0.61× as long as mid tibia.

Description. Female. Holotype. Length, 2.00 mm (excluding ovipositor). Body generally amber. Head dark brown, frontovertex and face yellowish brown and densely setose. Antennal scape black, except basal one-sixth reddish brown and apical one-eighth white, pedicel black with apical one-third brown; funicle dark brown, F6 slightly shallow, clava white. Mesosoma amber; fore wing infuscate, basal cell nearly hyaline and a fascia distad of venation hyaline, hind wing hyaline; leg orange yellow, all tarsi apically black. Metasoma dark brown, but with basal one-fourth and apical one-third amber.

Head ( Fig. 3 View FIGURES 3–10 ) in frontal view, 1.10× as wide as long, frontovertex 0.32× head wide, with piliferous punctures of a thimble-like appearance, sculpture shallow and irregular; ocelli forming an actue-angled triangle, occipital margin sharped, OCL about 1.20× the diameter of posterior ocellus, OOL about 0.60× the diameter of posterior ocellus; antennal torulus with its dorsal margin well above lower margin of eyes; eye length about 2× as long as malar space. Antennal ( Fig. 4 View FIGURES 3–10 ) scape flattened and expanded, about 2× as long as wide, pedicel about 2× as long as wide, funicle with F1–F4 longer than wide, F5 subquadrate, F6 wider than long, clava 3-segmented, 2.45× as long as wide, longer than F4–F6 combined, funicle with linear sensillae on all funicular segments. Mandible with two acute teeth and a truncation. Measurements (μm): HH, 600; HW, 660; FV, 210; OD, 50; POL, 100; OOL,30; OCL, 60; AOL, 60; EL, 380; MS, 190; length (and width): radicle, 70; scape, 360 (180); pedicel, 115 (58); F1, 117.5 (50); F2, 95 (55); F3, 95 (60); F4, 80 (72.5); F5, 75 (80); F6, 75 (95); clava, 270 (110).

Mesosoma ( Fig. 5 View FIGURES 3–10 ). Mesoscutum and scutellum with same fine reticulate sculpture, densely setose, mesoscutum 0.66× as long as wide. Fore wing ( Fig. 6 View FIGURES 3–10 ) 2.70× as long as wide, marginal vein longer than wide, and 0.78× as long as postmarginal vein, linea calva not interrupted and open posteriorly, hind wing ( Fig. 7 View FIGURES 3–10 ) 3.73× as long as wide. Mid tibial spur ( Fig. 9 View FIGURES 3–10 ) 0.28× as long as mid tibia and shorter than basitarsus. Measurements (μm): FWL, 2025; FWW, 750; submarginal vein, 710; MV, 87.5; PMV, 112.5; SV, 95; HWL, 1400; HWW, 375; MT, 750; mid tibial spur, 210; mid basitarsus, 230.

Metasoma ( Fig. 8 View FIGURES 3–10 ) 0.65× as long as mesosoma, ovipositor 0.61× as long as mid tibia, hardly exserted, third valvula 0.33× as long as mid tibial spur. Measurements (μm): OL, 460. [MT, 750]

Male. Unknown.

Variation. The overall length of females varies from 2.00– 2.20 mm; mid tibia varies from 3.39–3.57× as long as mid tibia spur; mid tibia spur 0.91–1.00× as long as mid basitarsus.

Host. Unknown.

Etymology. The species is named after Wan Yaobang (ƑǾNj), who collected the specimens.

Comments. The new species can be easily separated from S. hulbi by its amber thorax (pronotum except collar, mesoscutum, tegulae, propodeum, mesopleuron and metapleuron dark brown in S. hulbi ); legs orange yellow, all tarsi black apically (legs brownish yellow with brown suffusions except basal two-thirds of fore coxa, basal threefourth of mid coxa and hind coxa brown in S. hulbi ); eye length about 2× as long as malar space (2.17× in S. hulbi ); mid tibia 1.63× as long as ovipositor (1.43× in S. hulbi ); mid tibia 3.39–3.57× as long as mid tibia spur (3.80× in S. hulbi ).
