Diagnosis. Female (length, excluding ovipositor, 2.27 mm). Body ( Fig. 13 View FIGURES 13, 14. A ) robust, not elongate or flattened dorsoventrally; head yellow; antennal scape broadened and flattened, pale brown, whitish medially; F1–F4 black (F4 whitish dorsoapically), F5, F6 and clava white; dorsum of mesosoma ( Fig. 14 View FIGURES 13, 14. A ), except pronotum and posterior of mesoscutum, dark brown; frontovertex about one-fifth head width; antennal toruli almost touching mouth margin; pedicel carinate; clava strongly obliquely truncate; scutellum with a strong apical flange; fore wing faintly infuscated with a short dark brown band around marginal and stigmal veins, postmarginal vein longer than stigmal; metasoma as long as mesosoma; ovipositor about half length of mid tibia, slightly exserted. Male. Unknown.

Description. Female. Holotype. Length, 2.27 mm (excluding ovipositor). Head with face yellowish brown, vertex, postgena, occiput mostly yellow; occiput around foramen dark brown; mandible yellowish brown with apex dark brown, maxillary palpus yellow with apex brown. Antenna with radicle black; scape generally brown, with a whitish longitudinal stripe on both sides; F1–F3 black, F4 mostly black with dorsoapical part whitish, F5, F6 and clava white. Pronotum yellowish brown; mesoscutum yellowish brown with anterior margin black; axillae, scutellum, metanotum and propodeum dark brown to black; mesopleuron with about anterior half yellowish brown and posterior half dark brown to black; tegula whitish with apex brown. Fore wing faintly infuscated, with a short dark brown band around marginal and stigmal veins. Legs with coxae dark brown except fore coxa paler; femora dark brown, except apical half of mid femur white; fore tibia brown with about apical one-fourth yellowish brown; mid tibia yellow or yellowish white with basal part darker; hind tibia mostly dark brown except ventrally and apically yellow. Metasoma dark brown to black; exserted part of ovipositor yellow.

Head. Frontovertex narrow, 0.25× head width, with polygonally reticulate sculpture; setae on frontovertex about as long as diameter of anterior ocellus; ocelli forming an angle of 52°; posterior ocellus much closer to eye margin than to occipital margin; eye posteriorly overreaching occipital margin, with dense, dark brown setae, each seta nearly 2× as long as a facet; inner eye margins obviously diverging ventrally; head, in frontal view ( Fig. 15 View FIGURES 15 – 21. A ), slightly wider than high; antennal torulus with its dorsal margin about level with lower eye margin and almost touching mouth margin; malar sulcus distinct. Antennal scape extremely flattened ( Fig. 17 View FIGURES 15 – 21. A ), 2.71× as long as broad; pedicel carinate, 2.48× as long as broad, shorter than F1; F1–F6 progressively shorter, F5 quadrate and F6 broader than long; clava strongly obliquely truncate, 2.33× as long as broad and about as long as preceding three funicle segments combined; funicle with linear sensilla present on F2–F6. Mandible with 2 acute teeth; palp formula 4:3; clypeal margin very slightly emarginate. Measurements (ìm): HH, 732; HW, 792; FV, 198; OD, 41; POL, 54; OOL, 21; OCL, 95; AOL, 74; EL, 604; MS, 178; length and (width) – radicle, 129 (43); scape, 564 (208); pedicel, 208 (84); F1, 257 (74); F2, 158 (79); F3, 149 (89); F4, 129 (99); F5, 109 (109); F6, 89 (124); clava, 347 (149).

Mesosoma ( Fig. 16 View FIGURES 15 – 21. A ) dorsally with reticulate sculpture as on mesoscutum; scutellum with a strong apical flange, extending to above anterior margin of propodeum. Fore wing ( Fig. 18 View FIGURES 15 – 21. A ) 2.59× as long as broad; linea calva interrupted by 4 rows of setae and closed by 2 rows of setae posteriorly; costal cell moderately broad, about 4× as wide as submarginal vein and 15× as long as broad, ventrally with four lines of setae; postmarginal vein long, 1.40× as long as stigmal; hind wing ( Fig. 19 View FIGURES 15 – 21. A ) 3.56× as long as broad, with linea calva open posteriorly. Length of mid tibial spur 0.34× of mid tibia, slightly shorter than corresponding basitarsus. Propodeum behind each spiracle with a very sharp, long, carinate flange. Measurements (ìm): FWL, 2146; FWW, 829; SMV, 1000; MV, 41; PMV, 192; SV, 137; HWL, 1390; HWW, 390; MT, 990; mid tibial spur, 337; mid basitarsus, 356.

Measurements (ìm): OL, 465; GL, 86; LTL, 911; LTW, 683. [MT, 990].

Male. Unknown.

Host. Unknown.

Etymology. The specific name refers to the maculated stigmal vein of fore wing.

Comments. At first glance this new species could be mistaken for Anagyrus comptoni Noyes & Hayat (1994) , from Indonesia and Hainan Province of China, because of the similar body color, strongly obliquely truncate clava, relatively long postmarginal vein, carinate pedicel, strong apical flange of scutellum, and propodeum with a very sharp, long, carinate flange behind each spiracle. After dissection and detailed examination of the specimen, we concluded that it represents a new species. The new species differs from A. comptoni in distinctly differently shaped hypopygium (cf Noyes & Hayat 1994, fig. 180), a dark brown band around the marginal and stigmal veins (completely hyaline in A. comptoni ), interrupted linea calva (not interrupted and widely closed posteriorly in A. comptoni ), nearly triangular shaped scape (nearly oval in A. comptoni ) and some minor differences in body color.
