Diagnosis. Hind tibia with 1 anterior bristles on proximal 1/2; mid tibia with 1 anterior bristles on proximal 1/ 2; frons narrowed posteriorly, width at the level of upper fronto-orbital britles 0.77–0.79 of that at supraantennals; lateral lobe of epandrium with posteroventral corner rounded and posterodorsal corner produced to form a beak-shaped process.

Description. Male. Frons wide, frontal index 0.32–0.34, slightly narrowed posteriorly, width at the level of upper fronto-orbital bristles 0.79 of that at supra-antennals. Upper interfrontal bristles weak, 0.6–0.7×as long as upper fronto-orbital, distinctly ventral to the latter; supra-antennal bristles 0.73 of upper interfrontals in length; frontal setulae short, 0.63×as long as supra-antennals, arranged in two rows. Palp with 4–6 bristles.

Leg black; fore leg brownish yellow at tip of femur, whole tibia and tarsus, the latter darkened on dorsal surface. Fore tibia as long as 1st to 4th tarsomeres together; fore tarsus moderately dilated, 2nd and 3rd tarsomeres wider than tip of fore tibia, all tarsomeres longer than wide, relative lengths of fore tarsomeres approximately 27: 15: 14: 12: 11. Mid tibia with 1 anterior bristle and a dorsal row of 5 bristles. Hind tibia with 1 anterior bristle; ventroproximal prominence of hind femur weak, with distal margin very weakly convex.

Wing clear; costa blackish brown, other veins except pale A1 brown to grayish brown. Costa index 0.50– 0.53; 1st costal sector slightly shorter than 2nd, costal sector ratio 0.97–1.00. vein M2 straight; vein CuA1 bisinuate, somewhat distinctly curved on distal 1/3; vein A1 incomplete; costal cilia 3.0×as long as width of 2nd costal sector, about 0.12mm long, axillary margin with 5 hairs. Wing length 1.88–2.12mm, width 0.96– 1.02mm.

Male terminalia shining blackish brown. Lateral lobe of epandrium with a beak-shaped process along dorsal margin. Right surstylus with dorsal margin emarginated and distal margin rounded in lateral view, bearing bristly hairs on distal 1/4. Left surstylus dorsoproximally with a shallow V-shaped membranous incision, the surstylus characteristic in having posterodorsal corner produced a small pointed process, with dorso-inner margin inwardly produced to form an excavated process, bearing long bristles. Right hypandrial lobe shallowly excavated on the left of posterior ventromesal surface. Right process of right hypandrial lobe rather slender, constricted at base, angulate at distal corner, with posterior margin nearly straight. Left process of right hypandrial lobe stout, widened distinctly on distal 1/2.

Body length: 2.5–2.9mm.

Female. Unknown.

Type material. Holotype 3, Ningxia: Dongshanpo (2200m), Liu P’an Mountains National Nature Reserve, 2008-VI-28, Lixin Su. Paratype 23, Ningxia: Guamagou (2000m), 2008-VII-05, Lixin Su. 23, Ningxia: Dongshanpo (2200m), Liu P’an Mountains National Nature Reserve, 2008-VI-27, Lixin Su.

Distribution. China (Ningxia).

Remarks. This species is similar to Phora taiwana Gotoh (2006) . But P. ro s t r a t a is different in having smaller size, 1 anterior bristles on mid tibia and the structure of male terminalia.

Etymology. The specific name “ rostrata ” refers to lateral lobe of epandrium with beak-shaped processes.
