Diagnosis. Mid tibia with a row of p; prst-acr absent; post dc 4; at least distal half of scutellum yellow; fore tarsi with long sensory hairs; sternite 1 setulose; notopleuron setulose; frons subequal to the width of anterior ocellus; palpus black; cerci covered with dense setulae on distal half.

Description. Male. Body length 8.6–9.6 mm. Head. Eye covered with short cilia sparsely, most of cilia subequal to width of anterior ocellus; frons equal to or narrower than width of anterior ocellus; frontal vitta black, disappeared on the upper half; fronto-orbital plate and parafacial covered with dark gray pruinosity; 5–6 fr on lower 2/5 of frons; ors absent; parafacial without dark patch on horizontal part of pedicel, parafacial about 4/5 of postpedical in width; antenna black, basal part of pedical and postpedicel brown, others dark-black, postpedicel about 4.0–4.5x as long as wide; arista long plumose, the longest cilia about 1.3x of postpedicel in width; lunule brown; epistoma not projecting to frontal angle; anterior margin of gena with a upcurved setulae row; gena about 1/4 of eye in height, covered with gray pruinosity; occiput setulose; gena setulae entirely black; postgena with a few yellowish setulae; prementum covered with gray pruinosity and 2.5x as long as high; palpus black, about 1.2x as long as prementum; labellar subequal to prementum in length.

Thorax. Black, covered with dense brownish gray pruinosity; scutum covered with brownish gray pruinosity, and with 4 black vittae, the inner vittae extending to scutoscutellar suture; acr 0+1; dc 2+4; ial 0+2; pra about 2.0x as long as posterior notopleural seta; notopleuron setulose; scutellum dark brown, apical part orange, lateral and lower surfaces of scutellum bare; basisternum, anepimeron and meron bare; katepimeron setulose; anterior spiracle yellow, posterior spiracle brownish yellow; katepisternal setae 1+2.

Wings. Brownish, veins brown; basicosta yellow; costal spine short, subequal to diameter of C; lower margin of C with hairs and other veins bare; Sc bent as a bow; surrounding of dm-cu not clouded; R 4+5 and M straight; calypter light orangeish yellow; halter yellow.

Legs. Orangeish-yellow except tarsi; fore tarsi with long sensory hairs; fore tibia without median p; mid femur without distinct av, with 3–5 pv on basal 3/5, 2 apical pd; mid tibia with 2 p, without pv; hind femur with av row on distal 4/5, each of sub-basal, pre-median and sub-median with 1 pv, ventral surface of hind femur without fringe setae; hind tibia with 2–3 av, 2 ad, distal 1/4 with 1 pd, without apical pv; all tarsi longer than their tibia respectively; all claws and pulvillus normal, about 4/5 of their tarsomere 5 in length.

Abdomen. Black, short oviform in dorsal view, covered with dense grayish pruinosity; each tergite with a middle black vitta; middle part of posterior margin of tergites 3 and 4 with band-shape brown patches; tergite 4 with a pair of strong median marginal setae; both sides covered with big shifting patch; tergite 3 without complete row of posterior marginal setae, dorsal surface covered with dense setulae, about 7–8 rows; sternite 1 bare; sternites 2 to 4 each with a pair of apical setae; lateral lobe of sternite 5 and terminalia orange; cerci covered with dense setulae on distal half.

Female. Frons about 1/3 of head in width; 5–6 fr; ors 2; parafacial subequal to or wider than width of postpedical; basal part of mid femur with 2 pv, sub-median with 1 pv; sternites 1 to 5 narrow and long; ovipositor long and narrow; 3 subequal spermathecae; other characters the same as males.

Type material. Holotype. Ƌ, CHINA: Mt. Tianmu , 1400 m, 119°43'E, 30°21'N, Zhejiang Province, 2.vii.2013, (Hua Rong) ( SYNU). GoogleMaps

Remarks. The new species is similar to P. sinierrans Xue & Cao, 1989 , but differs in the following features: anterior margin of gena with a row of upcurved setulae (in P. sinierrans with 2 rows), palpus black (in P. sinierrans brown); only apical part of scutellum orange (in P. sinierrans brown); surroundings of dm-cu not clouded (in P. sinierrans sometimes clouded), ventral surface of hind femur without fringe setae (in P. sinierrans with fringe setae); cerci covered with dense setulae on distal half (in P. sinierrans almost bare).

Etymology. The specific name, in apposition, refers to its type locality Mt. Tianmu.

Geographic distribution. China: Zhejiang Province (Mt. Tianmu).
