Diagnosis. Mid tibia with a row of median p; prst-acr absent; post dc 4;fore tarsi without sensory hairs; sternite 1 setulose; eye covered with long ciliae; hind tibia with 2 ad and 1 long pd; most part of scutellum orange; antenna black; hind femur without pv; surstyli sickle-shaped.
Description. Male. Body length 7.4–7.6 mm. Head. Eye sparsely covered with short cilia, the longest cilia about 1.0–1.5x of anterior ocellus in width, the upper inner facets not expanded; frons about 1.0–1.2x of anterior ocellus in width; frontal vitta black, fronto-orbital plate contiguous on upper half; 9–10 fr, 5 pairs distinct short and small on upper half, extending to both sides of anterior ocellus; ors absent; fronto-orbital plate, parafacial and gena covered with gray pruinosity; parafacial about 3/5 of postpedicel in width; antenna black, pedicel red-brownish on distal part; postpedicel about 3.5x as long as wide; arista brownish, long plumose, majority of hairs about 1.5x of postpedicel width; facial carina indistinct; lunule brownish; epistoma not projecting; frontal angle distinct situated front of vibrissa angle in profile; gena about 1/4 of eye in height, anterior margin of gena with a row upcurved setula; setulae of gena and postgena entirely light yellow; proboscis short; prementum covered with sparse gray pruinosity, about 2.5x as long as high; palpus black in basal 2/5 and brownish yellow in distal part, about 1.2x of prementum in length; labella large, its length about 1.5x of prementum in height.
Thorax. Black, covered with gray to brownish gray pruinosity; scutum with 4 black vittae, extending to scutoscutellar suture; only basal part of scutellum black, the rest orange; acr 0+1; dc 2+4; ial 0+2; pra long and strong, 1.2x as long as posterior notopleuron seta; notopleuron covered with small setulae; basisternum, anepimeron, meron bare; katepimeron with some setulae; anterior spiracle yellow, posterior spiracle brownish; katepisternal setae 1+2.
Wings. Light brownish, viens brown; basicosta yellow; subcostal sclerite brownish; costal spine short; radial node bare; distal part of R 4+5 and M straight; surrounding of dm-cu and r-m not clouded, dm-cu slightly curvate; calypter dark yellow; halter yellow.
Legs. Coxae, trochanter and tarsi black-brown, femora and tibiae entirely orange; fore tibia without median p; fore tarsus without sensory hairs; mid femur without distinct av row, with 2–4 pd on basal half, 1 pre-apical av, 3 pd; mid tibia with 2 p; only distal 1/3 of hind femur with 4–5 av, without pv; hind tibia with 1–2 av, 2 ad, 1 strong pd on distal 1/5, without apical pv; all pulvillus slightly longer than claws; all tarsi equal to their tibia in length.
Abdomen. Black, rotund, covered with dense gray pruinosity; each tergite with a median black vitta, posterolateral surface with large shifting patch; tergites 4 and 5 with rows of posterior marginal setae; sternite 1 with black setulae; sternite 5 lateral lobe subequal to basal lobe; cerci covered with dense setulae on distal 2/ 5 in posterior view; surstyli sickle-shaped in posterior view.
Female: Unknown.

Remarks. This new species is similar to P. jinfengshanensis Feng & Ma, 2002 , but differs in the following features: pedicel red-brownish on distal part (in P. jinfengshanensis black), majority of arista hairs about 1.5x of postpedicel width (in P. jinfengshanensis 2.0x); hind femur with 4–5 av on distal 1/3, without pv (in P. jinfengshanensis with a row of av in full and pv on distal 1/3); abdomen rotund and middle part broad in dorsal view (in P. jinfengshanensis coniform); basal part of surstyli narrow, distal part of surstyli wide, surstyli sickle-shaped and bent as a right-angle at sub-basal (in P. jinfengshanensis slightly straight); cerci covered with dense setulae on distal 2/ 5 in posterior view (in P. jinfengshanensis cerci covered with sparse and short setulae on distal 2/ 5 in posterior view); surstyli sickle-shaped in posterior view (in P. jinfengshanensis slightly straight).
Etymology. The species name, in apposition, is based on the name of collector Ping Wang.
Geographic distribution. China: Zhejiang Province (Mt. Tianmu).
