Diagnosis. Mid tibia with a row of median p; prst-acr absent; post dc 4; at least distal half of scutellum yellow; fore tarsi without sensory hairs; sternite 1 bare; fore tibia without median p; frons about 1.5x as wide as anterior ocellus; parafacial not wider than postpedicel; surstyli hook-shaped in profile.

Description. Male: Body length 7.0– 7.2 mm. Head. Eye sparsely covered with short cilia, the upper inner facets not expanded; frons about 1.5x of anterior ocellus in width; frontal vitta black, fronto-orbital plate contiguous on the upper half; 10–11 fr, gradually shorten on upward side, extending to both sides of anterior ocellus; ors absent; fronto-orbital plate, parafacial and gena covered with gray pruinosity; parafacial not wider than postpedicel; antenna black, pedicel with red-brownish on distal part, postpedicel 4.0x as long as wide; arista long plumose, brownish yellow, majority of arista hairs about 1.3–1.5x of postpedicel width; facial carina indistinct; epistoma not projecting; frontal angle situated front of vibrissa angle in profile; gena about 1/5 of eye in height; anterior margin of gena with a row upcurved setula; setulae of gena and postgena entirely black; proboscis short; prementum sparsely covered with gray pruinosity, about 2.5x as long as high; palpus black, longer than prementum; labellum large, its length about 1.3x of prementum in height.

Thorax. Black, covered with gray to brownish gray pruinosity; scutum with 4 black vittae, the inner vitta extending to scutoscutellar suture; only the basal part of scutellum black, the rest brownish yellow; acr 0+2; dc 2+4; ial 0+2; pra long and strong, about 1.5x as long as posterior notopleuron seta; notopleuron covered with small setulae; the lower and lateral surfaces of scutellum, basisternum and meron bare; katepimeron with some setulae; anterior spiracle yellow, posterior spiracle light brown; katepisternal setae 1+2.

Wings. Slightly hyaline, veins brown; basicosta yellow; subcostal sclerite light brown; costal spine short; radial node bare; distal part of R 4+5 and M straight; surrounding of dm-cu and r-m not clouded, dm-cu slightly curved; calypter light yellow; halter yellow.

Legs. Coxae and tarsi black brown, trochanter dark brownish, femora and tibiae brownish yellow; fore tibia without median p; mid femur without distinct av row, with 2–3 strong pd on basal half, 1 pre-apical av, 3–4 pd; mid tibia with 2 p; only distal 1/3 of hind femur with 5 short av, and the one seta strong on pre-apical part, without pv; hind tibia with 3 av, 2 ad, distal 1/5 with a strong pd, without apical pv; all pulvillus slightly longer than claws; all tarsi subequal to their tibia in length.

Abdomen. Black, subrotund in dorsal view, slightly wide in middle part, covered with dense gray pruinosity, without shifting patch; each tergite with a median black vitta, setulae dense and short; sternite 1 bare; sternite 2 with two pairs of posterior marginal setae; sternites 3 and 4 each with a pair of posterior marginal setae; distal half of cerci slightly broad in posterior view, outer protuberance of distal part of cerci swelled; surstyli hook-shaped in profile.

Female. Unknown.

Remarks. This new species is similar to P. rectoides Xue, 1996 , but differs in the following features: frons narrower, about 1.5x of anterior ocellus in width (in P. rectoides about 1.5x as wide as the distance between outer margin of posterior ocellus), parafacial narrower, not wider than postpedicel (in P. rectoides 1.8x as wide as postpedicel), gena about 1/5 of eye height (in P. rectoides 1/3); most part of scutellum brownish yellow (in P. rectoides brown); fore tibia without median p (in P. rectoides with 1–2 median p), hind femur without pv (in P. rectoides with 2–4 pv); abdomen without shifting patch (in P. rectoides with shifting patch from tergite 1 to 4); surstyli hookshaped in profile (in P. rectoides straight).

Etymology. The species name, in apposition, is based on the name of collector Jiayu Liu.

Geographic distribution. China: the Ningxia Hui Autonomous Region (Guyuan, Jingyuan).
