Diagnosis. Mid tibia with a row of p; prst -arc absent, post dc 3, notopleuron with setulae; surstylus broad in lateral view, katepimeron bare; Surrounding of r-m and dm-cu not clouded; hind femur without pv.
Description. Male. Body length 6.8–7.0 mm. Head. Eye bare and not expanded on upper half; frons slightly wider than distance of outer margins of posterior ocellus; frontal vitta black, fronto-orbital plate contiguous in the middle; ocellar seta long, longer than fr; 8–9 fr on 5/6 of lower part of frons; ors absent; fronto-orbital plate, parafacial and gena black, covered with grayish pruinosity; parafacial about 4/5 of postpedicel in width; lunule darkbrown; postpedicel brown-yellow on basal 1/3–1/2, others brown-black, postpedicel about 2.5–2.8x as long as wide; arista long plumose, the longest cilia about 2.5x of postpedicel in width; face and facial ridge black, covered with gray pruinosity; epistoma not projecting; gena black, upcurved setulae indistinct, gena about 1/7 of eye in height; postgena setulae brown-yellow; palpus black on distal 2/3; prementum about 2/3 of palpus in length and about 2.0x as long as high, covered with gray pruinosity.
Thorax. Black, covered with gray pruinosity; scutum with 4 black vittae, extending to 2/3 of scutellum; arc 0+1; dc 2+3; ial 0+2; pra long and strong, about 3.0x as long as posterior notopleural seta; notopleuron covered with small setulae; basisternum, katepimeron and meron bare; katepisternal setae 1+2; anterior spiracle yellow, posterior spiracle brown; only apical part and lateral margin of scutellum brownish yellow, lateral and lower margins of scutellum bare.
Wings. Semihyaline; tegula black; basicosta yellow; costal spine short; lower C covered with hairs; Sc bent as a bow; radial node bare; surrounding of r-m and dm-cu not clouded, dm-cu straight; R 4+5 and M straight and parallel in distal part, the former slightly upward bent in apical part; calypter yellowish; halter yellow.
Legs. Yellow except tarsi dark-brown; fore tibia without median p; mid femur with a row of short setulae on basal 3/5, without av, with 1–2 sub-basal pv, 1 apical ad, 3 apical pd; mid tibia with 2 p; hind femur with a row of av, long and strong on distal half, without pv; hind tibia with 4–5 av, 1–2 ad, 1 pre-apical pd, without apical pv; all tarsi longer than tibia respectively; fore claws and pulvillus longer than length of its tarsomere 5; mid claws and pulvillus equal to length of its tarsomere 5; hind claws and pulvillus shorter than length of its tarsomere 5.
Abdomen. Black and covered with dark-gray pruinosity, short subulate in dorsal view; syntergite 1+2 to tergite 5 each with a black median vitta, tergites 3 and 4 covered with triangle dark-brown shifting pruinosity patch; both sides of tergites 3 to 5 covered with shifting pruinosity patch; tergite 3 with a pair of medial marginal setae; tergites 4 and 5 with complete posterior marginal setae rows, sternite 1 bare; sternites 2 to 4 each with a pair of setae posteriorly; two sides of the cerci not round in posterior view.
Female. Unknown.
Type material. Holotype. ³, CHINA: Mt. Zhaogong, 1400–1600 m, 103°51’E, 30°97’N, Dujiangyan , Sichuan Province, 12.x.2013, (Jun-yu Zhang) ( SYNU).
Paratype, CHINA: 1³, same data as holotype .
Remarks. The new species is similar to P. ampycocerca Xue & Yang, 1998 , but differs in the following features: eye bare (in P. ampycocerca ciliate), postgena setulae brownish yellow (in P. ampycocerca black), palpus black (in P. ampycocerca brown); only apical part and lateral margin of scutellum brownish yellow (in P. ampycocerca dark brown), posterior spiracle brown (in P. ampycocerca yellow); hind femur without pv (in P. ampycocerca with a row); two sides of the cerci not round in posterior view (in P. ampycocerca round).
Etymology. The species name, in apposition, is based on the name of collector Junyu Zhang.
Geographic distribution. China: Sichuan Province (Dujiangyan).
