Description. Female. Length of body (excluding ovipositor sheath) 8.2 mm, of setose part of ovipositor sheath 5.4 mm, of fore wing 5.8 mm.
Head. Antennal segments 32, length of third segment 1.3 times fourth segment; length of third, fourth and penultimate segments 2.9, 2.3 and 1.6 times their width, respectively; length of maxillary palp 1.3 times height of head; head 0.8 times as long as wide in frontal view; length of eye 1.8 times temple in dorsal view; length of malar space 1.1 times basal width of mandible and 0.4 times maximum width of eye; malar suture indistinct; epistomal suture deep; POL:OD:OOL = 14:18:28; vertex sparsely punctate and shiny; temple punctate, but rugose-punctate near mandible; occipital carina complete and distinct, with medium-sized up curved occipital lamella; frons crestshaped elevated and punctate latero-dorsally and irregular carina close to level of anterior ocellus ( Fig 26 View FIGURE 26 H), rugose-crenulate latero-ventrally, and medially nearly smooth, anterior lamella of frontal depression triangular and striate in lateral view; face coarsely rugose-reticulate; clypeus reticulate dorsally, transversely striate ventrally.
Mesosoma. Length of mesosoma 2.2 times its height; side of pronotum medially crenulate, ventrally reticulate, posteriorly rugose and dorsally densely punctate; notauli shallow and crenulate; mesoscutum punctate; scutellar sulcus with one carina and several lateral crenulae; scutellum densely punctate and posteriorly crenulate; prepectal carina complete; precoxal sulcus complete, deep, coarsely rugose- or punctate-crenulate; metanotum with a complete median carina; propodeum coarsely rugose-reticulate and with a transverse carina.
Wings. Fore wing: about 3 times as long as wide. 1-M evenly curved; pterostigma 2.4 times as long as wide; r:3-SR:SR1 = 11:12:55; 2-SR:3-SR:r-m = 15:12:11; 1-M:m-cu = 26:10; SR1 almost straight; cu-a inclivous, postfurcal; 1-CU1 short; r-m inclivous. Hind wing: 1-M:1r-m = 8:17; cu-a inclivous.
Legs. Length of fore tarsus 1.3 times fore tibia; length of femur, tibia and basitarsus of hind leg 3.3 (excluding tooth), 8.3 and 5.3 times their width, respectively; hind femur robust and ventrally largely rugose, with a small flange ventrally ( Fig. 26 View FIGURE 26 E); length of outer and inner hind tibial spurs 0.29 and 0.27 times basitarsus, respectively.
Metasoma. First tergite reticulate-punctate, its dorsal carinae distinct medially; length of first tergite 1.2 times its apical width ( Fig. 26 View FIGURE 26 D); second tergite smooth; ovipositor sheath 1.5 times as long as metasoma, 1.7 times as long as hind tibia, 1.4 times as long as mesosoma and 0.9 times as long as fore wing.
Colour. Black; three basal segments of palpi dark brown, remainder pale brown; fore and middle legs pale brown; hind coxa and femur light reddish brown; hind trochanter, trochantellus and tarsus yellow, most of hind tibia dark brown (remainder light yellow); tegulum reddish brown; antenna and pterostigma dark reddish brown, but 11th–14th antennal segments whitish yellow; wing membrane fumose and most veins dark brown to brown.
Variation. Body length 8.2–8.8 mm; fore wing length 5.8–7.0 mm; antenna with 32-33 segments; length of eye 1.8-2.0 times temple in dorsal view; length of malar space 1.1-1.3 times basal width of mandible; length of first tergite 1.2–1.4 times its apical width; length of ovipositor sheath 1.4–1.5 times metasoma and 0.8–0.9 times fore wing.
Male. Body length 10.9–11.5 mm; fore wing length 8.4–8.6 mm. Similar to female in colour, sculpture and morphometry, except for the following: antenna 41-segmented and dark brown, 3rd -5th antennal segments yellowish brown (but dark brown in male from Yuanlin) and antenna without whitish yellow band submedially; length of first metasomal tergite 1.5–1.7 times its apical width.
Material examined. Holotype, ♀, China, Shaanxi prov., Foping, 890 m, 26.VI.1999, Youwei Zhang , light trapping, No. 200104777 ( ZJUH) . Paratypes: 1♀ + 2♂♂, China, Sichuan prov., Ya’an, 19[75], Junhua He , No. 76093 (2), 76094 ( ZJUH) ; 2♂♂, China, Hubei prov., Jingshan, VI.1980, host plant: Quercus sp., No. 824304(2), Zang Zhongcai ( ZJUH) ; 1♂, China, Hubei prov., Yuanlin, 30.VII.1989, ISC, No. 34021379, Liu Zuguan ( ZJUH) .
Comparative diagnosis. This new species is similar to Wroughtonia spinator (Lepeletier) , but differs in having the precoxal sulcus deeply impressed and completely rugose/punctate-crenulate (shallow and foveate ventrally in W. spinator ); propodeum with a transverse carina (without a transverse carina); length of malar space 1.1 times basal width of mandible (0.8 times) and three basal segments of palpi dark brown (yellowish brown). The striate and triangular lamelliform protuberance of the frontal depression and the lateral carina/crest nearly up to level of anterior ocellus are important for recognition.
Host. Unknown.
Etymology. It is named after the locality of the first collected specimens.
Distribution. China (Hubei, Shaanxi, Sichuan).
