Scutum black, scutellum black with yellow margin and spines. Wing almost hyaline with yellow stigma, legs completely yellow, abdomen black.   Description. Male( Figs 19–21, 35, 62). Length: body 5.6 mm, wing 4.8 mm. Head slightly longer than high in profile, transversely broadened in dorsal view, about 1.5 times as broad as long, ocellar triangle prominent, vertex shorter than distance between anterior and posterior ocelli. Upper frons relatively short, at most as broad as anterior ocellus, lower frons subtriangular, with whitish tomentose and finely medianly divided spot ( Fig. 35). Antennal stylus only slightly longer than rest of antenna, flattened, band-shaped, with short apical seta. Whitish tomentose facial stripes along eye margins not touching frontal spot. Palpi brown, labellum brownish but blackish in distal half. Thorax black, only postpronotal calli, narrow upper margin of anepisternum and broad margin of scutellum including spines yellow ( Fig. 62). Outer scutellar spines only slightly shorter than inner ones. Stigma yellow, cell r5 very slightly infuscated. Halter yellow. Legs completely yellow, only last two tarsomeres of hind legs more brownish. Abdomen elongate, slightly widened and clavate distally, entirely black, only terminalia yellow. Maleterminalia ( Figs 19–21): Proctiger pentagonal, cercus oval ( Fig. 19), genital capsule ( Fig. 20) with fairly low and apically rounded medial process posteriorly, each gonocoxite with fairly long inner posterior lobe, gonostylus flattened with broad submedial spine, aedeagal complex ( Fig. 20) long and slender, aedeagal apodeme abruptly dilated proximally. Female unknown.   Etymology.The name indicates the yellow (= flavus) stigma on the wing.   Remarks.Very similar to  R. obscuratabut the vertex is short as in other species of this genus, the frontal spot is separated from facial stripes and the upper margin of the anepisternum is broadly yellow.   Material examined. Type material: Holotype: Male, India, Madras State, Anaimalai Hills, Cinchona,  1062 m,  x.1959, 13, P.
