Diagnosis. This species is characterized by the presence of the head without spots, the maxillary palpi black on outer side, the pronotum with black spots on lateral margin, the meso- and metanotum without markings, the narrow forewing with brown crossveins brown, the almost quadrate cell im, the 1st rs-psm crossvein located at 1/2 of im, the male sterna VIII + IX about 2.0 times of tergum VIII, and the broad entoprocessus with a process on top.

Description. Male. Body length 11.3–12.2 mm, forewing length 13.7–15.9 mm, hindwing length 11.9–13.0 mm.

Head without spots, vertex raised. Compound eyes black. Antennae yellow, scape and pedicel wider than flagellum. Frons, clypeus and gena without spots. Maxillary palpi black on outer side, labial palpi brownish yellow.

Pronotum quadrate, with black spots on lateral margin. No markings on meso- and metanotum.

Legs with dense setae. Pretarsal claws brown, with basal dilation.

Forewing long and narrow, most of crossveins brown. Pterostigma indistinct. Costal area with 26–32 crossveins; 15–17 radial crossveins present. 1st rs-psm crossvein located at 1/2 of im; im almost quadrate; m1 smaller than m2; 12–13 crossveins present between Psm and Psc. c1 smaller than c2, dcc opened. A1 forked, A2 and A3 simple. Three series of gradate veins brown, number of gradates: 9–11/6–8/8–10.

Hindwing narrow, with black suffusion on apical posterior margin. Pterostigma indistinct. Costal area with 23–24 crossveins; 13–17 radial crossveins and 8–9 psm-psc crossveins present. A1 forked, A2 and A3 simple. Three series of gradate veins, number of gradates: 8–10/3–6/8–9.

Abdomen with dense setae. Tergum VII and sternum VII subquadrate in lateral view; tergum VIII about half as long as tergum VII; sternum VIII fused with sternum IX, about 2.0 times as long as tergum VIII; tergum IX fused with ectoproct. Callus cerci ovoid. Gonarcus arcuate, lateral arms narrow at base and wide at tip; entoprocessus with a process on top; arcessus long, narrow and straight.

Female. Body length 10.3–10.9 mm, forewing length 16.6–17.1 mm, hindwing length 13.5–14.3 mm.

Sternum VII slightly longer than tergum VII; tergum VII subquadrate in lateral view; tergum VIII shorter than tergum VII; tergum IX fused with ectoproct. Callus cerci ovoid. Subgenitale bilobed apically; spermatheca thin; vela short; ventral impression absent; duct long and coiled.

Type material. Holotype ♂, China, Xizang, Mêdog, 80K, 2115 m, 2020.VIII.19–21, Yuchen Zheng ( CAU) . Paratypes: 8♂ 1♀, same as holotype ( CAU) ; 1♀, China, Xizang, Nyingchi, Bomê, Tangmai , 2170 m, 2020.VIII.07, Yuchen Zheng ( CAU) ; 2♂, China, Xizang, Shigatse, Nyalam, Zham , Yingbing Road , 1900–1950 m, 2020.VII.29, Yuchen Zheng ( CAU) .

Etymology. The specific epithet ‘ arcta ’ refers to the narrow and straight arcessus of the new species.
