Description. Male. Body length 4.5–4.7 mm. Head. Eye bare, the upper inner facets distinctly bigger than lower outer facets, fronto plate contiguous in the middle, frontal vitta black, without cruciate setae and ocellar triangle, triangle on upper 2/5 of frons, frontal setae with 5–6 pairs and situated lower 1/3 of frons, upper 2 pairs frontal setae short and thin, and only 1/6 of the lowest one in length, proclinate orbital seta absent, fronto plate and parafacial covered with sparse grey pruinosity, parafacial narrow towards lower part and the middle part 1/3 of postpedicel in width, facial ridge without hair, lunule dark brown, antenna dark black, arista dark brown, arista long plumose, and the upper cilia equal to the width of postpedicel, without distinctly facial carina, epistoma not projecting, vibrissal angle situated behind frontal angle; gena 1/9 of eye in height, genal and postgenal hairs entirely black, anterior part of gena with 2 upcurved setae rows, 5 setae, prementum shining and 2.5-2.7 times as long as high, labellum 2/3 of prementum in length, without big prestomal teeth, palpus blackish-brown, 1.2 times as long as prementum.

Thorax. Black in ground color, covered with sparse grey pruinosity and slightly shining, scutum without distinct patch and vitta; acr 0+1, anterior acr 4 rows; dc 2+4; ial 0+2; pra absent; notopleural setae 2; postpronotal setae 2; without outer posthumeral seta; scutellum same color as thorax, lateral and lower surface bare, basal scutellar seta long, 4/5 of apical scutellar seta in length, apical scutellar seta strong; notopleuron, basisternum of prosternum, anepimeron, katepimeron and meron bare, anepisternum without anterior seta, no seta between the first and the second posterior anepisternal setae, katepisternal setae 1+3, katatergite covered with hairs, anterior and posterior spiracle brown, posterior spiracle small.

Wings. Semihyaline and brownish, tegula black, basicosta brown, subcostal sclerite without setula, costal spine 3/5 of crossvein r-m in length, ventral surface of C with hairs, Sc not bent as a bow absolutely, dorsal and ventral surface of radial node bare, surrounding of crossvein r-m and dm-cu not clouded and straight; R 4+5 and M 1 straight and parallel on basal half, CuA 2 +A 1 not extended to margin of wing, calypter brownish, subalar sclerite bare and margin brown, halter brown-yellow, halter knob yellow.

Legs. Black except apical part of fore femur and basal part of hind tibia lightly brown; fore femur without distinct av, no dentation on distal part, fore tibia without median p, 1 pre-apical dorsal seta; mid femur without distinct av, 2 pre-apical pd, 3-4 pv on basal 1/3 and the basal one strong, mid tibia with 2 p, 1 apical dorsal seta, without av and ad; hind femur 5 av on basal 2/5, without pv, hind tibia with 2 av, 1 ad, without pd and pv, 1 apical av; lower posterior margin of hind coxa without hairs; tarsi longer than tibiae; claws longer than pulvillus, fore legs claws 4/5 of tarsomere 5 in length; mid and hind claws 2/3 of tarsomere 5 in length.

Abdomen. Black in ground color, orbicular-ovate in dorsal view, covered with dense grey pruinosity, both sides without shifting patch, tergite 3 and tergite 4 with median vitta extended to posterior margin, tergite 5 median vitta extended to the middle, tergite 4 and tergite 5 with 2 discal setae rows, abdomen with strong setae on distal half, sternite 1 bare, other sternites with short hairs and one pair of apical setae; cerci applanate, basal part wide and distal part narrow, and without outer process on apical part; surstylus spoon-shaped, pregonite slender, lightly sclerotized on distal 4/5, postgonite absent, posterior surface with hook-like process on distal part of basiphallus, acrophallus without sclerotized area.

Type material. Holotype ♂, China, Liupanshan National Forest Park, Jingyuan , the Ningxia Hui Autonomous Region , 106°34'E, 35°39'N, altitude 2200 m, 3 July 2009, by Chao Fu ( SYNU) GoogleMaps . Paratypes, 1♂, same data as holotype ( SYNU) GoogleMaps .

Etymology. The species name, in apposition, is based on the name of collector Chao Fu.

Distribution. China (Ningxia Hui Autonomous Region).
