Type material: Holotype male, China: Guizhou Province: Mt. Fanjing, 1700m, 13.vii.1994, Coll. M.F. Wang. Paratypes: 2 males, same data as holotype.
Description: Male: Body length 6.0 mm. Eye with sparse and short hairs, facets slightly enlarged on anterior margin in upper part; the median part of frons as wide as the distance between two posterior ocelli, about 4/5 of first antennal flagellomere, frontoorbital plate and parafacial with greyishwhite pruinosity, frontal setae 9–10, reaching ocellar triangle; parafacial bare, the median part 1/2 of the width of first antennal flagellomere; antenna black, first flagellomere 2.5X longer than wide, arista almost bare, the longest individual hairs as long as aristal base; epistoma slightly projecting to vibrissal angle, vibrissal angle behind frontal angle in profile; proboscis short, prementum shining, 2.0–2.5X longer than wide; palpus dark brown, claviform, slightly longer than prementum; gena and postcranium with black hairs. Thorax groundcolour black, notum with densely brownishgrey pruinosity, without longitudinal stripes; presutural acr biserial, ia 0+2, dc 2+3, pra 2, the anterior one stout, about 2/3 of the length of posterior notopleural seta; notopleuron, ventral surface and lateral margin of scutellum bare; basisternum, proepisternum, anepimeron, meron and katepimeron bare; katepisternal bristles 1:1, katepisternum without ventral spines; anterior spiracle yellowishbrown, posterior one brown; calypters yellow, the lower one projecting beyond upper one. Wing brownish; tegula blackishbrown, basicosta yellow, costal spine inconspicuous; vein Sc not curving bowlike; node of Rs bare on ventral and dorsal surfaces; veins R4+5 and M straight and parallel; crossveins without obvious cloud; haltere brownishyellow. Legs black, only knees yellowish; fore femur with stout pv row; fore tibia with 1–2 shortish ad in distal half, 1 submedian p; fore first tarsomere with 1 stout basal seta on ventral surface; mid coxa without any hooked spines or spinelike setae on lower and outer margins; mid femur with complete av row, long and sparse in basal part, towards apex gradually becoming shorter and denser, pectinate in basal 1/3, ad row complete, pv row stout, becoming shorter from base to apex, becoming slightly biserial in distal half; mid tibia slightly swollen in distal half, with 2–3 ad, 3 p and numerous erect hairs on ventral surface in distal half, the longest one about equal to the width of mid tibia; mid first tarsomere without basal toothlike spines; hind coxa bare on posterior surface; hind femur with 1 stout av in subapical part, complete ad row, sparse and long, 2–3 subapical setae stout, conspicuous pv row, setulose basad, from basal 1/4 to preapical part with two rows of fine, long and curled setae, becoming setulose in apical 1/4, between submedian and preapical part with numerous dense and long rows of setae on the ventral surface of swollen part, the longest ones about equal to or slightly longer than the width of hind femur; hind tibia with 1 av, 1 median ad, 1 median d, and 12–13 erect setae in distal 3/5. Abdomen long, depressed and flattened, groundcolour black, with grey pollinosity, tergites 2 to 4 each with black triangular marks, tergite 5 only with narrow median stripe in basal half; sternite 1 with hairs.
Female: Unknown.
Remarks: This new species resembles Fannia atra (Stein) but differs from it in having hind femur with dense clumped setae; frons broad; antennal first flagellomere 2.5 X longer than wide; fore tibia with 1–2 ad and 1 submedian p; mid tibia with 3 p; hind tibia with 1 av, without pd.
Etymology: The new species is named after Prof. WanQi Xue from Shenyang Normal University, in honor of his outstanding work on Chinese flies.
The type specimens of this species are deposited in the Institute of Entomology, Shenyang Normal University, Shenyang, Liaoning Province, China.
Discussion: The structures of the proboscis and the chaetotaxy of the hind coxa furnish stable speciesgroup characters ( Chillcott 1961). There is no doubt that this new species belongs to the F. hirticeps group, based on the morphological characters of having proboscis short, prementum 2.0–2.5 X longer than wide, hind coxa posteroventrally bare and eye with hairs.
