Etymology. The specific epithet is a patronym for Dr. Vladimir Kovalev (1942–1987), Russian dipterologist and palaeontologist.

Holotype. PIN 5026 View Materials /273, part and counterpart, an almost complete impression of a female; deposited in the Palaeontological Institute of Russian academy of Sciences ( PIN), Moscow, Russia.

Type locality and horizon. Khasurty; Western Transbaikalia, Buryatia, Zakamensk District, in the middle reaches of the River Khasurty 10 km south of the village of Tsakir (50°21’N 103°37’E); Gusinoe Ozero Group, Lower Cretaceous.

Description. Light brown in colour; wing and body 3.9–5.5 mm and 6–7 mm, respectively. Female antennae slightly longer than head and thorax together (Figure 8.1–2), flagello–meres 2– 3x longer than wide. Male antenna long (Figure 9.2), scape and pedicel globular, flagellomeres slender, 7–10x longer than wide. Proboscis length approximately half the head height. Scutum moderately arched, scutellum small, mediotergite flat. Metepisternum square-shaped. Laterotergite small. Anepisternum wide ventrally. Halteres as long as thorax. Coxae short, ~ 3x longer than wide. Tibiae irregularly setose, tibial spurs as long as tibia width at apex. Wing venation as in Figure 8.3. Sc ends at costa at the level of base of Rs1; sc-r proximad of level of m-cu. R, R 1, R 5, distal parts of M 1, M 2, M 3+4 and CuA setose. C extending slightly beyond R 5. R 5 and M 1 convergent, M 1 and M 2 divergent. Ratio of section M3 and M fork equals 1:5.5–6.8; ratio of sections M3 and M2 equals 1:2.5–3.5. Males with tibia on all legs longer than corresponding protarsus; protarsus longer than the rest of tarsomeres together. Abdomen uniformly setose, sternites 1 and 2 bare.

Remarks. Comparison with the type species is difficult since the holotype of Mangas exilis is poorly preserved and now is misplaced, so it cannot be checked. However, one of the authors (VB) studied the specimen in 1990–2005 during his tenure in the Palaeontological Institute, Moscow. Section M3 of the specimen is relatively longer in M. exilis ; the ratio of section M3 and M fork is 1:4. The ratio of section M3 to the M fork in Mangas kovalevi is 1:5.5–6.8. The specimen PIN 1989/3631 from the Transbaikalia locality Baisa, mentioned by Kovalev (1986) as Mangas sp. and identified by Chandler as Mangasinae gen. sp. is very similar to M. kovalevi , other than the slightly larger (wing length 6.5 mm). Unfortunately, the specimen from Baisa is also misplaced (D. Shcherbakov 2018, personal communication) and cannot now be redescribed properly nor compared to other species of Mangas at this stage.

Specimens PIN 5026/274 (part and counterpart) partial insect, sex unknown; 5026/276 (part and counterpart), partial insect, probably male; 5026/280 (part and counterpart), isolated wing; 5026/282 (part and counterpart), head, thorax and both wings; 5026/283 (part and counterpart), thorax, abdomen and both wings; 5026/284 (part and counterpart), thorax, abdomen, partial legs and wing; 5026/286 (part and counterpart), almost complete insect, sex unknown. All material deposited in the Palaeontological Institute of the Russian academy of Sciences, Moscow.
