Diagnosis. This species is characterized by the presence of the gena marked with black spots, the thorax without markings, the brown inner gradate series of the forewings, the brown shadings present between CuP, the median arch of male gonarcus with V-shaped invagination, and the arcessus widest at base.
Description. Male. Body length 11.7–13.7 mm, forewing length 15.6–17.1 mm, hindwing length 13.7–15.3 mm.
Head yellow, vertex raised. Compound eyes prominent and black. Antennae yellow, scape and pedicel wider than flagellum. Frons and clypeus not marked. Gena marked black spots. Maxillary and labial palpi brownish yellow.
Pronotum anterior margin shorter than posterior margin, mesonotum and metanotum not marked.
Legs with dense setae without spots. Pretarsal claws brown, with basal dilation.
Forewing with brown shadings between CuP; costal crossveins, base of Rs, apical radial crossveins, inner gradate series and CuP brown. Pterostigma pale brown. Costal area with 26–27 crossveins; 16–18 radial crossveins present. m1 smaller than m2; im triangular; 10–11 psm-psc crossveins present. c1 smaller than c2, dcc closed. A1 forked, A2 and A3 simple. Inner gradate series with 8–10 crossveins, sometimes disordered; outer gradate series with 10–11 crossveins.
Hindwing narrow, apical costal crossveins and inner gradate series brown. Costal area with 18–22 crossveins; 15–16 radial crossveins and 9 psm-psc crossveins present. Inner gradate series with 8–9 crossveins, outer gradate series with 8–10 crossveins.
Abdomen with dense setae. Tergum VII and sternum VII subquadrate in lateral view; tergum VIII slightly shorter than tergum VII; sternum VIII fused with sternum IX and with small tubercle near tip; tergum IX fused with ectoproct. Callus cerci ovoid. Gonarcus arcuate, median arch with V-shaped invagination, lateral arms narrow at base and wide at tip; entoprocessus widest at tip; arcessus widest at base.
Female. Body length 10.8–11.9 mm, forewing length 15.9–18.4 mm, hindwing length 13.6–15.1 mm.
Sternum VII slightly longer than tergum VII; tergum VII subquadrate in lateral view; tergum VIII shorter than tergum VII; tergum IX fused with ectoproct. Callus cerci ovoid. Subgenitale bilobed apically; spermatheca thick, vela absent, ventral impression deep, duct long and coiled.

Distribution. China (Sichuan, Xizang, Yunnan).
Remarks. The inner gradate series of forewings are often disordered in this species. Retipenna inordinata ( Yang, 1987) was described based on one female specimen from Xizang and was named for the disordered inner gradates. We re-examined the type specimen of R. inordinata and found that it is very similar to R. dasyphlebia , both having the spots on the gena, the thorax without markings and the disordered inner gradates. Therefore, we treat R. inordinata as a junior synonym of R. dasyphlebia .
