Diagnosis. Arista black, pubescent. Palpus blackish brown. Mesoscutum with presutural dorsocentral seta before horizontal level of presutural acrostichal seta. Scutellum with a dark greyish white tapering median spot, a pair of large blackish brown lateral spots on basal 2/3 and a pair of round white basal spots on base of basal scutellar seta. Fore femur with 3–4 strong posteroventral setae (3 in male and 4 in female) and hind femur with 1 strong anteroventral seta. Wing with 5 white radiating stripes in cell r1 and 2 white radiating stripes between R2+3 and M1; 2 white radiating stripes in cell cua1; a white linear spot beyond vertical level of dm-cu in cell r2+3, a white elliptical spot before vertical level of r-m; posterior margin undulating. Male genitalia: surstylus consisting of a blunt triangular anterior process with setulae and a broad posterior digitiform process in lateral view.

Description. MALE. Body length 2.5 mm, wing length 4.0 mm. FEMALE. Body length 2.9 mm, wing length 4.4 mm.

Head ( Figs. 14, 15 View FIGURES 13 – 15 ) yellow. Face pale yellow, with V-shaped brown subbasal spot and brown groove along ventral margin extending to gena; parafacial pale yellow with brown median spot, brown quadrate ventroapical spot and inner margin blackish brown. Frons with pair of narrow brownish median stripes, extending to ocellar triangle, and 2 blackish brown lateral stripes along fronto-orbital rows, confluent with median stripes on posterior margin; Gena about 1/4 height of eye. Occiput with greyish pruinosity and wide black median spot confluent with ocellar triangle and 2 small brown lateral spots. Outer vertical and inner vertical setae each with round brown basal spot. Antenna with scape and pedicel yellowish brown, flagellomere 1 pale yellow except blackish brown on dorsal and ventral margins, about 2.0 times longer than high; arista black, pubescent. Narrow brown stripe present between eye and antenna. Eye without concavity on posterior ventral margin. Proboscis brownish yellow, with yellowish and blackish setulae; palpus blackish brown with blackish setulae.

Thorax ( Figs. 13, 14 View FIGURES 13 – 15 ) brown with yellowish grey pruinosity. Mesoscutum with pair of narrow brown median stripes extending from anterior margin to presutural acrostichal seta; posterior margin of postpronotum surrounded by wide brown stripe and brown round spot present behind postpronotum; an oblique brown stripe-like lateral spot on transverse suture, and short brown stripe beside second dorsocentral seta, pair of brown irregular spots on posterior margin extending to scutellum; presutural dorsocentral seta before horizontal level with presutural acrostichal seta, anteriormost postsutural dorsocentral seta near transverse scutal suture and anteriormost postsutural acrostichal seta on transverse scutal suture; prescutellar acrostichal seta shorter than anteriormost postsutural dorsocentral seta. Anepisternum and katepisternum brown with greyish pruinosity; anepisternum with 2 brown spots confluent on upper margin and brown spot on lower margin extending to basal part of katepisternum, 1 anepisternal seta and 3 short setulae; katepisternum with brown spot at base of each of 2 katepisternal setae. Scutellum black, with dense greyish yellow pruinosity and yellow microtrichia on apical 1/3; dark greyish white tapering median spot and pair of large blackish brown lateral spots on basal 2/3 and pair of white round basal spots on base of basal scutellar seta. Legs yellow except tarsomeres 4–5 and fore femur brown, mid and hind femora brown to brownish black on basal 3/4; hind tibia with brown subbasal ring. Fore femur with 3–4 strong posteroventral setae (3 in male and 4 in female) and 6 posterodorsal setae; fore tibia with 1 long preapical anterodorsal seta and 1 short apicoventral seta. Mid femur with 3 anterior and 1 apicoposterior setae; mid tibia with 1 strong preapical anterodorsal seta and 1 strong apicoventral seta. Hind femur with 1 strong anteroventral seta and 1 preapical anterodorsal seta; hind tibia with 1 preapical anterodorsal seta and 1 short apicoventral seta. Wing ( Fig. 2 View FIGURES 1 – 4 ) with 5 white radiating stripes in cell r1 and 2 white radiating stripes between R2+3 and M1; 2 white radiating stripes in cell cua1; white linear spot beyond vertical level of dm-cu, white elliptical spot before vertical level of rm in cell r2+3, and 2 white round spots beyond r-m in cell r4+5; posterior margin undulating; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1) sections in proportion of 2.8: 1.3: 1; r-m beyond middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 1.3: 1; ultimate section of CuA1 about 1/4 of penultimate. Halter yellow, except knob blackish brown.

Abdomen: Female and male tergite 2 with greyish white median line, tergites 3–6 each with greyish white triangular median spot on anterior margin. Female tergites 2–3 each with 4 pairs of greyish white lateral spots and tergites 4–6 with 3 pairs of greyish white lateral spots; tergites 2–6 each with 4 pairs of dorsal setae on posterior margin; tergite 7 shiny brownish yellow, tergite 8–9 yellow. Male tergites 2–4 each with 4 pairs of greyish white lateral spots and tergites 5–6 with 3 pairs of greyish white lateral spots; tergites 2–5 each with 5 pairs of dorsal setae on posterior margin, tergite 6 with 6 pairs of dorsal setae on posterior margin. Male genitalia ( Figs. 16–20 View FIGURES 16 – 20 ): syntergosternite 7+8 and epandrium yellow; syntergosternite 7+8 slender, circular with pair of ventral processes; epandrium with several short setae and median cleft on apical 1/2; surstylus consisting of blunt triangular anterior process with setulae and broad posterior digitiform process in lateral view; hypandrium long and broad, with thick lateral arms and thickened anteriorly projecting medial arm; postgonite with 1 long seta at middle of inner side, blunt apically with 4 long setae in ventral view; phallus narrow apically, consisting of dorsal sclerite with pair of small rectangular basal processes, ventral sclerite separated at middle with small subbasal concavity and curved backwards apically. Phallapodeme long, projecting anteriorly, and nearly equal to length of hypandrium in lateral view.

Haenni.

Distribution. China (Yunnan Province), Nepal (Arun Valley).

Remarks. The new species is very similar to Noeetomima tengchongica sp. nov. from China (Zhejiang) in the following characters: arista black, pubescent; scutellum with a small greyish white tapering median spot, a pair of black lateral spots on basal 1/3 or 2/3 and a pair of greyish white round spots on base of basal scutellar seta. However, N. jinpingensis can be separated from the latter by the fore femur having 3–4 strong posteroventral setae and the hind femur having 1 strong anteroventral seta; the surstylus consisting of a blunt triangular anterior ventral process with setulae and a broad posterior digitiform process in lateral view. In N. tengchongica , the fore femur has 5 strong posteroventral setae and the hind femur has a row of 4–5 anteroventral setae (only 1 strongest on apical 1/3); the surstylus consists of a long greyish black anterior ventral process with setulae and a short yellow rectangular process with a small brown horn-like process on the anterior corner in lateral view.

Etymology. The specific epithet is named for the type locality Jinping.
