Diagnosis. This species is characterized by the presence of the head and thorax without spots, the forewing with brown shadings on the 5th to 7th crossveins of inner gradate series, the median arch of male gonarcus with U-shape invagination, and the broad arcessus wide at base and pointed at tip.
Description. Male. Body length 10.4–12.9 mm, forewing length 14.3–16.9 mm, hindwing length 13.0– 15.2 mm.
Head without spots, vertex raised. Compound eyes prominent and black. Antennae yellow, scape and pedicel wider than flagellum. Frons, clypeus and gena not marked. Maxillary and labial palpi brownish yellow.
Pronotum anterior margin shorter than posterior margin, meso- and metanotum without markings.
Legs with dense setae, without spots. Pretarsal claws brown, with basal dilation.
Forewing with brown shadings on 5th to 7th crossvein of inner gradate series and between CuP. Pterostigma pale brown. Costal area with 22–25 crossveins; 14–16 radial crossveins present. m1 smaller than m2; im usually ovoid, sometimes quadrate; 9–11 psm-psc crossveins present. c1 smaller than c2, dcc opened. A1 forked, A2 and A3 simple. Inner gradate series with 6–9 crossveins, 5th to 7th crossveins with brown shadings, basal two brown; outer gradate series with 8–10 crossveins.
Hindwing without shadings. Costal area with 18–21 crossveins; 12–16 radial crossveins and 7–9 psm-psc crossveins present. Inner gradate series with 6–7 brown crossveins, outer gradate series with 7–8 crossveins.
Abdomen with dense setae. Tergum VII and sternum VII subquadrate in lateral view; tergum VIII slightly shorter than tergum VII; sternum VIII fused with sternum IX and with small tubercle near tip; tergum IX fused with ectoproct. Callus cerci ovoid. Gonarcus arcuate, median arch with U-shaped invagination, lateral arms narrow at base and wide at tip; entoprocessus widest at tip; arcessus almost triangular.
Female. Body length 10.7–14.2 mm, forewing length 14.5–18.8 mm, hindwing length 14.3–17.3 mm.
Sternum VII slightly longer than tergum VII; tergum VII subquadrate in lateral view; tergum VIII shorter than tergum VII; tergum IX fused with ectoproct. Callus cerci ovoid. Subgenitale bilobed apically; spermatheca thick, vela short, ventral impression deep, duct long and coiled.

Remarks. This species is similar to Retipenna notata in having brown shading on the inner gradate series. In fact, this species has brown shadings on the 5th to 7th crossveins of inner gradates of forewing. However, the brown shadings of R. notata are always present on the 2nd to 4th crossvein of inner gradates of forewing. R. hasegawai has an unspotted head and thorax, U-shaped invagination on median arch of male gonarcus and arcessus not inverted. R. notata occasionally has brown markings on the vertex, meso- and metascutum, and the median arch of the male gonarcus with shallow but broad V-shaped invagination and the inverted arcessus.
