Male. Black. Measurements, body 14.8–24.5 mm, wing 11.3–14.4 mm. Head: White tomentose, mostly white setose. Face mostly white setose, numerous black bristles medially mixed with white setae, sparse black bristles and setae on oral margin; face at antennae about 2/3 as wide as 1 eye. Frons and antennae mostly black setose, white setae sparse, especially below scape. Palpi with scattered black setae on apical 1/2. Ocellar tubercle black setose. Occiput with 4–5 black postocular bristles per side dorsally.

Thorax: Pronotum dull gray tomentose, pale setae, bristles black. Scutum mostly yellow tomentose on each side of paramedial stripe, yellowish-gray more laterally and posteriorly; vestiture mostly black, sparse white setae anteriorly and laterally; anterior scutal setae about as long as scape; 5 lateral and 2–3 stout dorsocentral bristles. Scutellum gray tomentose, setae mostly black medially, white basally and laterally, about as long as scape; 4–6 black or yellowish marginal bristles, 2–4 median bristles stout, lateral bristles thinner and shorter. Pleura gray or yellowish-gray tomentose, vestiture mostly white; anepisternum with sparse black setae anteriorly.

Wing: Slightly brownish, basal 1/2 anteriorly hyaline; microtrichia pale, not especially dense; costa not dilated; costal cell brownish. Crossvein r-m at apical 2/3 of cell d. Cell r4 with base just beyond cell d; R4 recurrent vein longer than basal diameter of cell r4.

Legs: Coxae gray tomentose, white vestiture. Femora black, bristles black, setae mostly pale, whitish on apical 1/3–1/2; prothoracic and mesothoracic femora black setose anteriorly. Tibiae mostly yellow, apices black, bristles black. Metathoracic tibiae normal, not club-shaped or pronated apically. Tarsi and bristles black.

Abdomen: Black. Mostly white tomentose and white setose; tergites 2–5 brownish-gray to brown tomentose dorsally, narrow base of tergites 2–4 and preapex of tergite 2 whitish tomentose; tergites 4–5 mostly black setose dorsally, sparse medially on tergite 3. Setae long and erect on tergites 1–3 laterally and sternites 1–3, much shorter elsewhere. Segments 6–7 and apical 1/3 of tergite 5 white tomentose. Segment 8 blackish, setae black, abundant apically.

Terminalia ( Figs. 46–49 View FIGURES 46–51 ): Black, mostly black setose, yellowish setose dorsally; apex not wider than base in anterior view. Epandrium 2.7 times longer than wide, shallow dorsal and wider, deeper notch posteriorly, latter with small process medially. Gonostylus spatulated apically. Aedeagus with tubes horizontal, dorsal corner of flange somewhat angular, minute point below. Gonocoxa abruptly narrow apically, setae dark, dense ventrally, shorter and sparser apically.

Female. Measurements, body 14.0 mm, wing 11.5 mm. Head: Face with sparse black bristles and setae below. Palpi mostly black setose, base dorsally partly white. Thorax: Anterior scutal setae as long or slightly longer than scape; 2–3 stout dorsocentral bristles. Scutellar setae white, 5 marginal bristles, 1 black. Wing: R4 recurrent vein 1/5–1/4 longer than r-m. Tibiae brownish-yellow or reddish. Abdomen: Mostly white tomentose, segment 1 and sternites 1–7 entirely, and wide sides of tergites 2–7 white tomentose, sometimes extreme lateral margins below white somewhat brownish-grayish; setae white, long on basal 3 segments, short and brown on tergites 4–7 dorsally. Terminalia ( Figs. 50–51 View FIGURES 46–51 ): Length 4.3 mm; narrow, 11.1 times longer than diameter at middle. Cercus about 1/3 as long as tergite 9. Spermathecae oval, broadly rounded apically.

Types. DOMINICAN REPUBLIC: RD-079 Isla Beata [Prov.], trail / to Cueva del Tubo, PN, / 17º36.844’N 71º31.379’W, / 3.xii.2002, D. Perez, B. Hierro, / R. Bastardo. (day/night) (holotype ♂, NMNH). Paratypes: same data as holotype (1 ♂, 1 ♀, NMNH).

Distribution. Known only from type locality.

Etymology. Latin incisura , for notch, referring to the long notch or emargination on the dorsoposterior margin of the epandrium.

Remarks. Efferia incisura is distinguished by the long scutal and scutellar setae being as long or longer than the scape, and the characters of the terminalia ( Figs. 46–51 View FIGURES 46–51 ). Additionally, the male is recognized by the mostly white setose palpi, absence of a costal dilation, and the white tomentose abdominal segments 6–7. The female is further distinguished by the long R4 recurrent vein, mostly black setose palpi, and the wide tomentose sides of tergite 7.
