Description. Female. Length of body (excluding ovipositor sheath) 13.0 mm, of setose part of ovipositor sheath 10.0 mm, of fore wing 8.7 mm.

Head. Antennal segments 35, length of third segment 1.1 times fourth segment; length of third, fourth and penultimate antennal segments 3.1, 2.8 and 1.8 times their width, respectively; scapus about 1.5 times longer than wide; length of maxillary palp 1.2 times height of head; head in anterior view 0.7 times as long as wide; length of eye in dorsal view 1.1 times length of temple; head slightly widened in dorsal view; POL:OD:OOL = 15:10:22; malar suture distinct, crenulate; length of malar space 1.2 times basal width of mandible and 0.6 times maximum width of eye; vertex rather finely and remotely punctate; temple punctate, costate and densely punctate ventrally; occipital carina complete and distinct; occipital carina meeting hypostomal carina near base of mandible and gradually merging; occipital flange wide and short; frontal depression deep anteriorly and posteriorly, largely coarsely rugose, laterally with distinct emarginate crest and densely rugose laterally, frontal lamella strongly protruding and wide triangular, posteriorly lamelliform ( Fig. 16 View FIGURE 16 I); face densely rugose; clypeus densely punctaterugulose dorsally and smooth ventrally.

Mesosoma. Mesosoma 1.6 times as long as high; pronope absent; side of pronotum medially coarsely crenulate and dorsally densely punctate; mesoscutum in front of tegulum without lateral carina and largely smooth; notauli rather wide and deep, crenulate, posteriorly wider and coarsely rugose; mesoscutum finely and remotely punctate, middle lobe with coarse punctures near notauli; scutellar sulcus with one carina and 2 lateral crenulae; scutellum irregular and coarsely rugose and subposteriorly somewhat protruding and steep posteriorly; precoxal sulcus complete, deep and very coarsely crenulate; propodeum with lamelliform pair of carinae posteriorly, but without complete areola ( Fig. 16 View FIGURE 16 E), coarsely reticulate and with a short median carina anteriorly.

Wings. Fore wing: about 4 times as long as wide; 1-M slightly curved; pterostigma 4.1 times as long as wide; r:3-SR:SR1 = 15:20:112; 2-SR:3-SR:r-m = 27:20:18; 1-M:m-cu = 18:10; SR1 nearly straight; cu-a inclivous, postfurcal; 1-CU1 rather short; r-m strongly inclivous. Hind wing: 1-M:1r-m = 10:17; cu-a subvertical and posteriorly slightly curved.

Legs. Length of fore tarsus 1.1 times fore tibia; length of femur, tibia and basitarsus of hind leg 3.0 (excluding tooth), 9.8 and 5.6 times their width, respectively; hind femur robust, distinctly widened towards level of ventral tooth, ventrally rugose and with a robust and rugose triangular ventral tooth; length of outer and inner hind tibia spur 0.26 and 0.22 times basitarsus, respectively ( Fig. 16 View FIGURE 16 D).

Metasoma. First tergite widened posteriorly, first tergite coarsely punctate-rugose but posteriorly with smooth area ( Fig. 16 View FIGURE 16 C); its dorsal carinae costate, elevated and distinct in basal 0.9 of tergite, length of first tergite 1.4 times its apical width; second tergite superficially punctate-rugose and laterally mainly smooth; ovipositor sheath normally densely setose, 1.6 times as long as metasoma, 2.1 times as long as hind tibia, 1.2 times as long as fore wing and 0.8 times as long as body.

Colour. Black; palpi yellowish brown but maxillary palp somewhat darkened basally; tegulum, fore and middle coxae, trochanters and trochantelli, and apical 0.7 of hind tibia dark brown; remainder of fore and middle legs and hind tibia basally yellowish brown or brown; hind tarsus pale yellowish; remainder of hind leg black; antenna (except black scapus) and pterostigma dark brown; most veins brown; wing membrane light brown.

Male. Unknown.

Material examined. Holotype, ♀, Mandchourie [= Jilin] prov., Kirin kao-lin-tze, 13.VI.1940, No. 34021357 ( SEMS) . Paratypes: 1♀, same data as holotype, but 20.VII.1940, No. IOZ(E)1689993 ( IZAS) ; 1♀, id., but 17.VII.1940, No. IOZ(E)1689994 (IZAS); 1♀, id., but 7.VII.1940, No. IOZ(E)1689995 (IZAS).

Comparative diagnosis. The new species is similar to W. ruspator (Linnaeus, 1758) , but the latter is characterized by the robust scapus (as wide as long, in W. hei and W. areolata 1.5 times longer than wide), hind tarsus golden yellowish (ivory) and hind femur yellowish brown (dark brown). Wroughtonia ruspator has been reported from Far East Russia, Korea and Japan, but this needs reconfirmation; it may concern one of the new species described in this paper. The new species is also similar to W. orientalis (Shestakov, 1940) , but it has the ovipositor sheath about 1.5 times longer than metasoma (hardly longer than metasoma in W. orientalis ), the second tergite punctate-rugose (largely punctate) and the dorsal carinae of the first tergite bent and posteriorly diverging (straight, parallel-sided).

Host. Unknown.

Etymology. Named in honour of Professor Junhua He, because of his great contribution to our knowledge of the Hymenoptera of China.

Distribution. China (Jilin).
